What are procedures for issuance of driver education provider licenses in Vietnamfrom January 1, 2025?
Based on Article 19 ofDecree 160/2024/ND-CP(effective January 1, 2025), kết quả bóng đá trực tiếp procedure for issuing a Driver education provider license is stipulated as follows:
(1)After completing kết quả bóng đá trực tiếp establishment of infrastructure and kết quả bóng đá trực tiếp teaching staff meets kết quả bóng đá trực tiếp conditions of kết quả bóng đá trực tiếp car driving training facility, kết quả bóng đá trực tiếp organization or individual shall prepare one application dossier for licensing and submit it directly or via postal service to kết quả bóng đá trực tiếp Department of Transport;
(2)In case kết quả bóng đá trực tiếp dossier is not complete as per regulations, within no more than 02 working days from kết quả bóng đá trực tiếp date of receipt, kết quả bóng đá trực tiếp Department of Transport must provide written guidance for kết quả bóng đá trực tiếp organization or individual to complete kết quả bóng đá trực tiếp dossier;
(3)Within no more than 10 days from kết quả bóng đá trực tiếp date of receiving kết quả bóng đá trực tiếp complete and valid dossier as required, kết quả bóng đá trực tiếp Department of Transport shall conduct an on-site inspection of kết quả bóng đá trực tiếp training facility, prepare a report according to kết quả bóng đá trực tiếp form specified in Appendix XIII attached toDecree 160/2024/ND-CP, and issue a training license to facilities meeting kết quả bóng đá trực tiếp conditions. In cases where kết quả bóng đá trực tiếp license is not issued, a written response stating kết quả bóng đá trực tiếp reasons must be provided;
(4)kết quả bóng đá trực tiếp results will be delivered at kết quả bóng đá trực tiếp headquarters of kết quả bóng đá trực tiếp competent authority issuing kết quả bóng đá trực tiếp license or via postal service; for electronic driving training licenses, kết quả bóng đá trực tiếp Department of Transport will publish them on kết quả bóng đá trực tiếp Department's website for kết quả bóng đá trực tiếp training facility to print or save on electronic devices.
(5)Within 05 working days from kết quả bóng đá trực tiếp day kết quả bóng đá trực tiếp Department of Transport issues kết quả bóng đá trực tiếp driving training license, it must send kết quả bóng đá trực tiếp Directorate for Roads of Vietnam kết quả bóng đá trực tiếp management code of kết quả bóng đá trực tiếp car driving training facility, a copy of kết quả bóng đá trực tiếp driving training license along with kết quả bóng đá trực tiếp inspection report of kết quả bóng đá trực tiếp training facility.
(6)Within no more than 01 working day from kết quả bóng đá trực tiếp date of issuing kết quả bóng đá trực tiếp driving license for kết quả bóng đá trực tiếp training facility, kết quả bóng đá trực tiếp Department of Transport must issue a learner driver permit. In cases where it is not issued, a written response stating kết quả bóng đá trực tiếp reasons must be provided.
- kết quả bóng đá trực tiếp results will be delivered at kết quả bóng đá trực tiếp headquarters of kết quả bóng đá trực tiếp competent authority or via postal service; for electronic learner driver permits, kết quả bóng đá trực tiếp Department of Transport will publish them on kết quả bóng đá trực tiếp website for kết quả bóng đá trực tiếp training facility to print or store on electronic devices;
- kết quả bóng đá trực tiếp Department of Transport shall maintain a Register for issuing learner driver permits according to kết quả bóng đá trực tiếp form specified in Appendix IX attached toDecree 160/2024/ND-CP.

Organization collecting fees and individuals paying for fees
1. Individuals paying for fees are organizations or individuals who submit an application to kết quả bóng đá trực tiếp agency defined in Clause 2 of this Article for execution of kết quả bóng đá trực tiếp tasks specified for fee collection as follows:
a) Issuance of registration certificates, special-use motorbike plates.
b) Issuance of permits or certificates for activities on various vehicles.
c) Examination for issuance of road motor vehicle driving licenses.
2. kết quả bóng đá trực tiếp organization collecting fees specified in this Circular includes: kết quả bóng đá trực tiếp Directorate for Roads of Vietnam and road management authorities of provinces and centrally governed cities.
Thus, individuals or organizations paying for fees for driving tests are those submitting an application to kết quả bóng đá trực tiếp Directorate for Roads of Vietnam and road management authorities of provinces and centrally governed cities for executing kết quả bóng đá trực tiếp tasks specified for fee collection as follows:
- Issuance of registration certificates, special-use motorbike plates.
- Issuance of permits or certificates for activities on various vehicles.
- Examination for issuance of road motor vehicle driving licenses.
What are regulations onmanagement and use of fees for driving tests in Vietnam?
Based on Article 5 ofCircular 37/2023/TT-BTCregarding kết quả bóng đá trực tiếp management and use of fees for driving tests, kết quả bóng đá trực tiếp regulation is as follows:
- kết quả bóng đá trực tiếp organization collecting fees must remit 100% of kết quả bóng đá trực tiếp fees collected into kết quả bóng đá trực tiếp state budget. kết quả bóng đá trực tiếp operating costs for providing services and collecting fees shall be allocated from kết quả bóng đá trực tiếp state budget within kết quả bóng đá trực tiếp budget estimates of kết quả bóng đá trực tiếp organization collecting fees according to state budget policies and expenditure norms as prescribed by law.
- In cases where kết quả bóng đá trực tiếp organization collecting fees is allowed to retain operating costs from collected fee revenues according to Clause 1 Article 4 ofDecree 120/2016/ND-CP, they may retain 75% of kết quả bóng đá trực tiếp fees collected to cover kết quả bóng đá trực tiếp costs of providing services and collecting fees as prescribed in Article 5 ofDecree 120/2016/ND-CP; and remit 25% of kết quả bóng đá trực tiếp fees collected to kết quả bóng đá trực tiếp state budget.
In locations facing difficulties regarding physical conditions that have not yet built facilities meeting kết quả bóng đá trực tiếp physical conditions but are authorized by kết quả bóng đá trực tiếp Ministry of Transport to conduct examinations at old centers or sites, kết quả bóng đá trực tiếp organization collecting fees may retain 40% of kết quả bóng đá trực tiếp fees collected to cover kết quả bóng đá trực tiếp costs of providing services and collecting fees according to Article 5 ofDecree 120/2016/ND-CP; and remit 60% of kết quả bóng đá trực tiếp fees collected to kết quả bóng đá trực tiếp state budget.
