What is đá bóng trực tiếp method for calculating environmental protection fees for exhaust emissions in Vietnamin 2025?
According to Article 5 ofDecree 153/2024/ND-CPregulating đá bóng trực tiếp method for calculating environmental protection fees for exhaust emissions from January 5, 2025, as follows:
- đá bóng trực tiếp environmental protection fee for exhaust emissions payable during đá bóng trực tiếp fee payment period is calculated using đá bóng trực tiếp following formula: F = f + C.
Where:
+ F is đá bóng trực tiếp total fee payable during đá bóng trực tiếp fee payment period (quarter or year).
+ f is đá bóng trực tiếp fixed fee stipulated in paragraph 1 of Article 6 ofDecree 153/2024/ND-CP(quarter or year).
+ C is đá bóng trực tiếp variable fee, calculated quarterly.
đá bóng trực tiếp variable fee for đá bóng trực tiếp exhaust gas source (C) is đá bóng trực tiếp total variable fee at each exhaust gas stream (Ci) determined using đá bóng trực tiếp following formula: C = ΣCi.
đá bóng trực tiếp variable fee for each exhaust gas stream (Ci) is đá bóng trực tiếp total variable fee of pollutants stipulated in paragraph 2 of Article 6 ofDecree 153/2024/ND-CPpresent in đá bóng trực tiếp exhaust gas at each exhaust stream (i) and is determined using đá bóng trực tiếp following formula:
Ci = Ci (Dust) + Ci (SOx) + Ci (NOx) + Ci (CO)
đá bóng trực tiếp variable fee of each pollutant present in đá bóng trực tiếp exhaust gas at each exhaust stream (i) is determined as follows:

+ đá bóng trực tiếp exhaust time at đá bóng trực tiếp exhaust stream (i) is đá bóng trực tiếp total exhaust time during đá bóng trực tiếp fee calculation period at đá bóng trực tiếp exhaust stream (i) as declared by đá bóng trực tiếp fee payer.
+ đá bóng trực tiếp exhaust gas flow and đá bóng trực tiếp concentration of each pollutant present in đá bóng trực tiếp exhaust gas at each exhaust stream during đá bóng trực tiếp fee payment period are determined as follows:
+ For establishments discharging exhaust emissions that conduct periodic monitoring: đá bóng trực tiếp exhaust gas flow is determined according to đá bóng trực tiếp flow recorded in đá bóng trực tiếp environmental permit; đá bóng trực tiếp concentration of each pollutant present in đá bóng trực tiếp exhaust gas is determined based on monitoring data conducted once every three months as stipulated in Article 98 ofDecree 08/2022/ND-CP.
In cases where đá bóng trực tiếp establishment discharges exhaust emissions with a periodic monitoring frequency of once every six months as stipulated in Article 98 ofDecree 08/2022/ND-CP, đá bóng trực tiếp declaration and calculation of fees for đá bóng trực tiếp quarter without monitoring is based on đá bóng trực tiếp monitoring data of đá bóng trực tiếp preceding monitoring period.
For establishments discharging exhaust emissions that conduct automatic continuous monitoring: đá bóng trực tiếp exhaust gas flow and đá bóng trực tiếp concentration of each pollutant present in đá bóng trực tiếp exhaust gas are determined according to đá bóng trực tiếp average value of đá bóng trực tiếp measurement results (according to đá bóng trực tiếp technical characteristics of each type of equipment).
- For establishments discharging exhaust emissions required to conduct automatic, continuous, or periodic exhaust gas monitoring according to đá bóng trực tiếp environmental permit (hereinafter referred to as đá bóng trực tiếp subject required to monitor exhaust gas): đá bóng trực tiếp environmental protection fee for exhaust emissions payable is đá bóng trực tiếp total fee payable (F) determined according to đá bóng trực tiếp formula stipulated in paragraph 1 of Article 5 ofDecree 153/2024/ND-CP.
- For establishments discharging exhaust emissions that are not required to monitor exhaust gas: đá bóng trực tiếp environmental protection fee for exhaust emission payable is đá bóng trực tiếp fixed fee rate (f) stipulated in paragraph 1 of Article 6 ofDecree 153/2024/ND-CP.
What is đá bóng trực tiếp rate of environmental protection fees for exhaust emissions in Vietnamin 2025?
According to Article 6 ofDecree 153/2024/ND-CPregulating đá bóng trực tiếp rate of environmental protection fees for exhaust emissions from 2025 as follows:
- For establishments discharging exhaust emissions that are not required to monitor exhaust gas
đá bóng trực tiếp fixed fee rate (f): 3,000,000 VND/year. In case đá bóng trực tiếp fee payer pays quarterly, đá bóng trực tiếp fee rate for one quarter is f/4.
In case an establishment discharging exhaust emissions begins operations from đá bóng trực tiếp effective date of this Decree or an establishment discharging exhaust emissions operates before đá bóng trực tiếp effective date of this Decree: đá bóng trực tiếp payable fee = (f/12) x đá bóng trực tiếp fee calculation period (month).
Where đá bóng trực tiếp fee calculation period is đá bóng trực tiếp period from đá bóng trực tiếp month following đá bóng trực tiếp month this Decree becomes effective (applied to establishments discharging exhaust emissions that are operating) or đá bóng trực tiếp month when operations begin (applied to new establishments discharging exhaust emissions from đá bóng trực tiếp effective date of this Decree) until đá bóng trực tiếp end of đá bóng trực tiếp quarter or year.
- For establishments discharging exhaust emissions required to monitor exhaust gas
+ đá bóng trực tiếp fixed fee rate (f) is implemented according to đá bóng trực tiếp provisions in paragraph 1 of Article 6 ofDecree 153/2024/ND-CP.
+ đá bóng trực tiếp variable fee rate for pollutants present in exhaust gas as follows:
+ At each exhaust stream of an establishment discharging exhaust gas, đá bóng trực tiếp concentration of a pollutant present in đá bóng trực tiếp exhaust gas with an average value (calculated during đá bóng trực tiếp fee payment period) is lower by 30% than đá bóng trực tiếp concentration of that substance stipulated in đá bóng trực tiếp environmental technical standard for exhaust gas or regulations of đá bóng trực tiếp local government (if any): đá bóng trực tiếp variable fee rate for that pollutant is 75% of đá bóng trực tiếp fee calculated using đá bóng trực tiếp formula to determine đá bóng trực tiếp variable fee of each pollutant present in đá bóng trực tiếp exhaust gas stream stipulated in point c paragraph 1 Article 5 ofDecree 153/2024/ND-CP.
+ At each exhaust stream of an establishment discharging exhaust gas, đá bóng trực tiếp concentration of a pollutant present in đá bóng trực tiếp exhaust gas with an average value (calculated during đá bóng trực tiếp fee payment period) is lower by 30% or more than đá bóng trực tiếp concentration of that substance stipulated in đá bóng trực tiếp environmental technical standard for exhaust gas or regulations of đá bóng trực tiếp local government (if any): đá bóng trực tiếp variable fee rate for that pollutant is 50% of đá bóng trực tiếp fee calculated using đá bóng trực tiếp formula to determine đá bóng trực tiếp variable fee of each pollutant present in đá bóng trực tiếp exhaust gas stream stipulated in point c paragraph 1 Article 5 ofDecree 153/2024/ND-CP.
