1. Preschool teachers without a pedagogical college diploma or higher, who as of July 1, 2020, still have 07 years (84 months) of service until bóng đá hôm nay trực tiếp retirement age as regulated.

2. Primary school teachers without a bachelor's degree in primary education training or without a bachelor's degree in a relevant field and with a professional pedagogical training certificate or higher, who as of July 1, 2020, still have 08 years (96 months) of service for teachers with intermediate qualifications and 07 years (84 months) of service for teachers with college qualifications until bóng đá hôm nay trực tiếp retirement age as regulated.

3. Lower secondary school teachers without a bachelor's degree in teacher training or without a bachelor's degree in a relevant field and with a professional pedagogical training certificate or higher, who as of July 1, 2020, still have 07 years (84 months) of service until bóng đá hôm nay trực tiếp retirement age as regulated.

- Based on bóng đá hôm nay trực tiếp orientation, objectives of building and developing bóng đá hôm nay trực tiếp national, local teaching staff, bóng đá hôm nay trực tiếp demand for teachers, and bóng đá hôm nay trực tiếp criteria to be achieved as regulated in Articles 4, 5, and 6 ofDecree 71/2020/ND-CP, bóng đá hôm nay trực tiếp planning will be carried out as follows:

+ bóng đá hôm nay trực tiếp provincial-level People's Committee issues an annual background qualification improvement plan for preschool, primary, and lower secondary school teachers;

+ bóng đá hôm nay trực tiếp Ministry of Education and Training issues a 5-year plan for bóng đá hôm nay trực tiếp periods 2020 - 2025 and 2026 - 2030.

- Formulating bóng đá hôm nay trực tiếp plan:

+ bóng đá hôm nay trực tiếp Ministry of Education and Training issues a 5-year plan for bóng đá hôm nay trực tiếp periods 2020 - 2025 and 2026 - 2030, sends it to provincial-level People's Committees as a basis for formulating annual plans;

+ Annually, preschool education institutions and general education institutions prepare a plan, submit it to bóng đá hôm nay trực tiếp Education and Training Department for aggregation, advising bóng đá hôm nay trực tiếp district-level People's Committee to issue a plan, and submit it to bóng đá hôm nay trực tiếp Department of Education and Training; and bóng đá hôm nay trực tiếp Bac Lieu Department of Education - Science and Technology (hereinafter collectively referred to as bóng đá hôm nay trực tiếp Department of Education and Training);

+ bóng đá hôm nay trực tiếp provincial-level People's Committee sends bóng đá hôm nay trực tiếp plan to bóng đá hôm nay trực tiếp Ministry of Education and Training for synthesis, monitoring, and directive implementation.

+ Objectives, principles, methods of selecting teachers for training participation;

+ Responsibilities of organizations, units, and individuals in implementing bóng đá hôm nay trực tiếp plan.

- bóng đá hôm nay trực tiếp Ministry of Education and Training's 5-year roadmap plan for 2020 - 2025 must be issued within 30 days from bóng đá hôm nay trực tiếp effective date of this Decree.

bóng đá hôm nay trực tiếp provincial-level People's Committee's 2020 plan must be issued within 60 days from bóng đá hôm nay trực tiếp effective date of this Decree; subsequent annual plans must be issued before December 15 of bóng đá hôm nay trực tiếp preceding year.

- Non-public educational institutions ensure funding to cover bóng đá hôm nay trực tiếp policies stipulated at Point c, Clause 1, Article 10 ofDecree 71/2020/ND-CPfor teachers sent for background qualification training.

- Payment of training costs for background qualification enhancement for teachers to training institutions assigned tasks, placed orders, or obtain tenders in accordance with bóng đá hôm nay trực tiếp law.
