There are 3 levels of bóng đá hôm nay trực tiếp recognized standard achievement of primary educational universalization as follows:
*Criteria for bóng đá hôm nay trực tiếp recognized standard achievement of primary educational universalization at level 1 (According to Article 9 ofDecree 20/2014/ND-CP):
- For individuals: Must finish bóng đá hôm nay trực tiếp primary educational program.
- For communes:
+ bóng đá hôm nay trực tiếp percentage of 6-year old admitted to form 01 must reach at least 90%;
+ bóng đá hôm nay trực tiếp percentage of 14-year children finishing bóng đá hôm nay trực tiếp primary educational program must reach at least 80% and 70% for communes withextremely difficultsocio-economic conditions;
- For districts: At least 90% of communes must be recognized to have met bóng đá hôm nay trực tiếp standard of primary educational universalization at level 1.
- For provinces: There must be 100% districts recognized to have met bóng đá hôm nay trực tiếp standard of primary educational universalization at level 1.

- For communes:
+ Ensuring criteria for recognized standard achievement of primary educational universalization at level1;

+ bóng đá hôm nay trực tiếp percentage of 11-year children finishing bóng đá hôm nay trực tiếp must reach at least 80% and 70% for communes withextremely difficultsocio-economic conditions; bóng đá hôm nay trực tiếp remaining11-year children are attending primary classes.
- For districts: At least 90% of communes must be recognized to have met bóng đá hôm nay trực tiếp standard of primary educational universalization at level 2.
-For provinces: There must be 100% districts recognized to have met bóng đá hôm nay trực tiếp standard of primary educational universalization at level 2.

Under Article 2 ofDecree 20/2014/ND-CPregulating policies for educational universalizationand literacy eradication in Vietnam:
Policy on educationaluniversalizationor illiteracy eradication
1. bóng đá hôm nay trực tiếp State gives bóng đá hôm nay trực tiếp priority to bóng đá hôm nay trực tiếp investment and creates favorable conditions for educational institutions of bóng đá hôm nay trực tiếp national educational system to implement bóng đá hôm nay trực tiếp educational universalization or illiteracy eradication; encourages and creates favorable conditions for international organizations, foreigners and oversea Vietnamese to participate in educational universalization or illiteracy eradication in Vietnam under regulations of law.
2. bóng đá hôm nay trực tiếp State implements bóng đá hôm nay trực tiếp support policy to bóng đá hôm nay trực tiếp people subject to reduction or exemption from school fees and support to learning costs when participating in bóng đá hôm nay trực tiếp prescribed programs of educational universalization or illiteracy eradication.
3. Individuals participating in organization, management, teaching ...to carry out bóng đá hôm nay trực tiếp educational universalization or illiteracy eradication shall receive bóng đá hôm nay trực tiếp remuneration as prescribed by bóng đá hôm nay trực tiếp State.

What are theteaching facilities and equipmentrequired forimplementing educational universalization in Vietnam?
Under Article 23 ofDecree 20/2014/ND-CP:
- bóng đá hôm nay trực tiếp institutions participating in bóng đá hôm nay trực tiếp educational universalization must have sufficient teaching facilities and equipment at a prescribed minimum to organize educational activities under bóng đá hôm nay trực tiếp educational universalization program.
- Educational institutions, community learning centers, organs and organizations can use their facilities for implementation of illiteracy eradication.
- Encouraging social-political organizations, other organizations and individuals to create facility conditions for educational universalization or illiteracy eradication.
