Pursuant to Clause 2, Article 17Circular 15/2024/TT-BGDDT(effective from January 5, 2025), theassessment and inspection documentsfor ministerial-level research ofthe Ministry of Education and Training of Vietnam include:

- Official Dispatch requesting assessment and inspection of ministerial-level researchfromthe host organization, accompanied by a list recommending members for trực tiếp bóng đá k+ Council (11 members or more, including 3 peer reviewers);

- Final report, summary report, products; Copies of contracts, explanation of ministerial-level research, and adjustment documents (if any);

- Report on trực tiếp bóng đá k+ usage of funds for ministerial-level research;

- Annual inspection records on trực tiếp bóng đá k+ implementation status of ministerial-level research;

- Dossier of trực tiếp bóng đá k+ meeting of trực tiếp bóng đá k+ internal assessment council, justification report from trực tiếp bóng đá k+ research director revised according to trực tiếp bóng đá k+ opinions of trực tiếp bóng đá k+ internal assessment council;

- Documents confirming and materials related to trực tiếp bóng đá k+ reception and use of research results (if any);

- List, management plans, use of equipment, assets, and research results formed after trực tiếp bóng đá k+ implementation of trực tiếp bóng đá k+ research.

What are trực tiếp bóng đá k+ regulations on trực tiếp bóng đá k+ assessment and inspection council for ministerial-level research of trực tiếp bóng đá k+ Ministry of Education and Training of Vietnam?

Pursuant to Article 18Circular 15/2024/TT-BGDDT, trực tiếp bóng đá k+ regulations on trực tiếp bóng đá k+ ministerial-level assessment and inspection council are as follows:

(1)trực tiếp bóng đá k+ Ministry of Education and Training establishes trực tiếp bóng đá k+ ministerial-level assessment and inspection council (hereinafter referred to as trực tiếp bóng đá k+ ministerial-level acceptance council) and assigns trực tiếp bóng đá k+ host organization to hold trực tiếp bóng đá k+ council meeting. trực tiếp bóng đá k+ expenses for organizing trực tiếp bóng đá k+ ministerial-level acceptance council meeting are covered by trực tiếp bóng đá k+ host organization under current regulations.

(2)trực tiếp bóng đá k+ ministerial-level acceptance council has 7 or 9 members, including a Chairperson, Vice Chairperson, 2 peer reviewers, a scientific secretary, and other members.

trực tiếp bóng đá k+ council must have at least 2/3 of trực tiếp bóng đá k+ members as reputable scientists knowledgeable in trực tiếp bóng đá k+ research’s research field; trực tiếp bóng đá k+ remaining members are representatives from research management, finance, production, business, or organizations related to trực tiếp bóng đá k+ application of research results (if any).

At least 1/3 of trực tiếp bóng đá k+ council members must be from outside trực tiếp bóng đá k+ host organization, including 1 scientist participating as a peer reviewer. A maximum of 2 members may be from trực tiếp bóng đá k+ internal assessment council. trực tiếp bóng đá k+ Chair and peer reviewers of trực tiếp bóng đá k+ internal assessment council cannot serve as Chair or peer reviewers of trực tiếp bóng đá k+ ministerial-level acceptance council.

trực tiếp bóng đá k+ research director, implementation team members, co-authors in publication works, textbooks, and those jointly supervising postgraduate students or master's students as research outcomes do not participate in trực tiếp bóng đá k+ council.

(3)trực tiếp bóng đá k+ working methods and responsibilities of trực tiếp bóng đá k+ ministerial-level acceptance council members are carried out in accordance with Clauses 3 and 4, Article 7Circular 15/2024/TT-BGDDT.

trực tiếp bóng đá k+ council's meeting is held within 30 days from trực tiếp bóng đá k+ date of trực tiếp bóng đá k+ council's establishment decision. trực tiếp bóng đá k+ hosting organization must widely inform about trực tiếp bóng đá k+ ministerial-level acceptance council’s meeting on its electronic information portal.

(4)Evaluation requirements for trực tiếp bóng đá k+ product and trực tiếp bóng đá k+ final report of trực tiếp bóng đá k+ ministerial-level research

- For products like samples; materials; equipment, machinery; technology lines; plant varieties; animal breeds and products that can be measured, they must be verified/tested/examined at a specialized agency with appropriate and independent functions from trực tiếp bóng đá k+ host organization.

In absence of an appropriate specialized agency, these products are appraised by a specific scientific council constituted by trực tiếp bóng đá k+ host organization;

- For products like application principles; methods; standards; software; design drawings; technology procedures; diagrams, maps; data, databases; analysis reports; forecast documents (methods, processes, models,...); plans, researches; technical-economic justifications, and other similar products, they must be appraised by a specific scientific council or expert group established by trực tiếp bóng đá k+ host organization;

- For products like graduate training participation results, utility solutions, inventions, copyrights, publications, and similar products, proof or certified documents from trực tiếp bóng đá k+ appropriate functional agency are required;

- For trực tiếp bóng đá k+ final report: It should give a comprehensive overview of trực tiếp bóng đá k+ prior research findings related to trực tiếp bóng đá k+ research, representative, reliable, authentic, and updated data; trực tiếp bóng đá k+ content of trực tiếp bóng đá k+ report must cover all research research outcomes, presented systematically and scientifically, with theoretical and practical evidence to address trực tiếp bóng đá k+ research issues posed, truly reflecting trực tiếp bóng đá k+ research's research outcomes in line with common scientific research practices;

- trực tiếp bóng đá k+ products must be executed and attributed to research team members; it is essential to specify them as products of trực tiếp bóng đá k+ ministerial-level research, including research code, research name, etc.; trực tiếp bóng đá k+ products must match trực tiếp bóng đá k+ research contents approved in trực tiếp bóng đá k+ research explanation and developed during trực tiếp bóng đá k+ research implementation period.

(5)Ministerial-level assessment and inspection methods

- Each research is assessed by every council member at 2 levels:"qualified"and"unqualified".

trực tiếp bóng đá k+"qualified"level is applicable when all trực tiếp bóng đá k+ research's products and trực tiếp bóng đá k+ research's final report meet trực tiếp bóng đá k+ requirements stipulated in Clause 4, Article 18Circular 15/2024/TT-BGDDT, according to trực tiếp bóng đá k+ research's explanation and execution contract.

trực tiếp bóng đá k+"unqualified"level is set when any of trực tiếp bóng đá k+ research's products or trực tiếp bóng đá k+ research's final report does not meet trực tiếp bóng đá k+ requirements outlined in Clause 4, Article 18Circular 15/2024/TT-BGDDT, or does not match trực tiếp bóng đá k+ research explanation and execution contract;

- trực tiếp bóng đá k+ research is rated by trực tiếp bóng đá k+ council at 2 levels:"qualified"and"unqualified". trực tiếp bóng đá k+ research achieves a"qualified"level when at least 3/4 of trực tiếp bóng đá k+ council members present classify it at trực tiếp bóng đá k+"qualified"level. Otherwise, trực tiếp bóng đá k+ ministerial-level research is classified as"unqualified".

(6)Procedures for trực tiếp bóng đá k+ ministerial-level acceptance council

- trực tiếp bóng đá k+ meeting is chaired by trực tiếp bóng đá k+ President or Vice President of trực tiếp bóng đá k+ ministerial-level acceptance council;

- trực tiếp bóng đá k+ research director reports on trực tiếp bóng đá k+ research’s implementation outcomes;

- Peer reviewers and council members read their evaluation forms regarding trực tiếp bóng đá k+ research's implementation results using Form 19 attached toCircular 15/2024/TT-BGDDTand pose questions;

- trực tiếp bóng đá k+ research director answers trực tiếp bóng đá k+ questions;

- trực tiếp bóng đá k+ council holds a private meeting: council members discuss and vote to evaluate trực tiếp bóng đá k+ research’s implementation results according to Form 20 attached toCircular 15/2024/TT-BGDDT;

- trực tiếp bóng đá k+ council elects a counting committee consisting of 3 members, with 1 as head. trực tiếp bóng đá k+ counting committee compiles trực tiếp bóng đá k+ evaluation results into a voting record for trực tiếp bóng đá k+ research’s implementation results based on Form 21 attached toCircular 15/2024/TT-BGDDTand announces trực tiếp bóng đá k+ voting results at trực tiếp bóng đá k+ council meeting;

- trực tiếp bóng đá k+ meeting chair announces trực tiếp bóng đá k+ council meeting’s conclusion;

- trực tiếp bóng đá k+ council secretary is responsible for completing trực tiếp bóng đá k+ ministerial-level acceptance council meeting minutes according to Form 22 attached toCircular 15/2024/TT-BGDDT, approved by trực tiếp bóng đá k+ council members present.

What are trực tiếp bóng đá k+ regulations on processingthe ministerial-level researchof trực tiếp bóng đá k+ Ministry of Education and Training of Vietnam after acceptance?

Under Article 19Circular 15/2024/TT-BGDDT, trực tiếp bóng đá k+ regulations on processingthe ministerial-level research after acceptance areas follows:

(1) For ministerial-level research classified as"qualified": Within 30 days from trực tiếp bóng đá k+ meeting of trực tiếp bóng đá k+ ministerial-level acceptance council, trực tiếp bóng đá k+ host organization must send trực tiếp bóng đá k+ dossier to trực tiếp bóng đá k+ Ministry of Education and Training.

trực tiếp bóng đá k+ dossier includes trực tiếp bóng đá k+ official Dispatch from trực tiếp bóng đá k+ unit, minutes of trực tiếp bóng đá k+ ministerial-level acceptance council meeting, voting record on trực tiếp bóng đá k+ research’s implementation results; review forms, evaluation forms from trực tiếp bóng đá k+ ministerial-level acceptance council members; revised feedback and explanation from trực tiếp bóng đá k+ research director; research products, final reports post-revision based on trực tiếp bóng đá k+ ministerial-level acceptance council feedback; liquidation contract for trực tiếp bóng đá k+ ministerial-level research execution according to Form 23 attached toCircular 15/2024/TT-BGDDT.

(2) trực tiếp bóng đá k+ Department of Science, Technology, and Environment of trực tiếp bóng đá k+ Ministry of Education and Training appraises and verifies trực tiếp bóng đá k+ minutes of trực tiếp bóng đá k+ ministerial-level acceptance council meeting; liquidates trực tiếp bóng đá k+ ministerial-level research execution contract with trực tiếp bóng đá k+ host organization under trực tiếp bóng đá k+ Ministry's affiliate; cooperates with trực tiếp bóng đá k+ Ministry Office to liquidate trực tiếp bóng đá k+ research execution contract with a host organization not affiliated with trực tiếp bóng đá k+ Ministry.

(3) For ministerial-level research classified as"unqualified": Within 30 days from trực tiếp bóng đá k+ council meeting date, trực tiếp bóng đá k+ host organization must send trực tiếp bóng đá k+ dossier to trực tiếp bóng đá k+ Ministry of Education and Training for research liquidation as stipulated in Article 20Circular 15/2024/TT-BGDDT.
