Are educational institutions in Vietnam required to publish expenses of educational services?
According to Article 101 of theEducation Law 2019, financial regulations for educational institutions in Vietnam are specified as follows:
Financial regulations for educational institutions
1. Public educational institutions shall manage financial incomes trực tiếp bóng đá euro hôm nay expenditures, manage property use as regulated by the Law on State budget, Law on Management trực tiếp bóng đá euro hôm nay use of public properties trực tiếp bóng đá euro hôm nay other relevant regulations; implement regulations on accounting, auditing, taxation trực tiếp bóng đá euro hôm nay financial transparency in compliance with the law.
2. People-founded trực tiếp bóng đá euro hôm nay private institutions shall operate on the principle of financial autonomy, implement regulations on accounting, auditing, taxation, property valuation trực tiếp bóng đá euro hôm nay financial transparency as prescribed by law. Incomes of people-founded trực tiếp bóng đá euro hôm nay private institutions shall be used for expenditures of the institutions’ necessary operations, fulfilment of duties to the State budget, establishment of investment development funds trực tiếp bóng đá euro hôm nay other funds of the institutions. The remaining incomes shall be distributed to investors according to their contributions of capital, except for not-for-profit educational institutions.
3. Educational institutions shall publish expenses of educational trực tiếp bóng đá euro hôm nay training services trực tiếp bóng đá euro hôm nay fee rate for each school year of preschool education trực tiếp bóng đá euro hôm nay general education; for each school year trực tiếp bóng đá euro hôm nay provisionally for each course of vocational education trực tiếp bóng đá euro hôm nay higher education.
Thus,educational institutions in Vietnam shall publish expenses of educational trực tiếp bóng đá euro hôm nay training services trực tiếp bóng đá euro hôm nay fee rates for each school year of preschool education trực tiếp bóng đá euro hôm nay general education; for each school year trực tiếp bóng đá euro hôm nay provisionally for each course of vocational education trực tiếp bóng đá euro hôm nay higher education.
What are the financial sources of investment in education in Vietnam?
According to Article 95 of theEducation Law 2019, the financial sources of investment in education comprise:
- State budget;
- Legal investment capitals of domestic trực tiếp bóng đá euro hôm nay foreign organisations trực tiếp bóng đá euro hôm nay individuals;
- Incomes from educational, training, scientific trực tiếp bóng đá euro hôm nay technological services; service trực tiếp bóng đá euro hôm nay assistance to educational operation of educational institutions; incomes from business operation; interest from deposits in banks trực tiếp bóng đá euro hôm nay other legal incomes as regulated by law;
- Funding for fulfilment of the State’s requests;
- Loans;
- Sponsorship, aid, grants of domestic trực tiếp bóng đá euro hôm nay international organisations trực tiếp bóng đá euro hôm nay individuals.
Does the State of Vietnam encourage to investin education?
Under Article 98 of theEducation Law 2019, the specific provisions are as follows:
Encouragement to invest in education
1. The State shall encourage trực tiếp bóng đá euro hôm nay enable organisations trực tiếp bóng đá euro hôm nay individuals to invest trực tiếp bóng đá euro hôm nay contribute their intellects, labour trực tiếp bóng đá euro hôm nay financial resources to education.
2. Contributions trực tiếp bóng đá euro hôm nay grants made by organisations trực tiếp bóng đá euro hôm nay individuals to education shall be removed when determining taxable income in accordance with regulations on taxation.
3. Organisations trực tiếp bóng đá euro hôm nay individuals investing in the construction of infrastructure catering to education; contributing, sponsoring trực tiếp bóng đá euro hôm nay funding in cash or in kind for educational development shall be recognised appropriately.
Thus, through the above regulation, the State encourages to investin education.
