A regional parent university is a public higher education institution that is affiliated to the Ministry trực tiếp bóng đá hôm nay Education and Training, has each set trực tiếp bóng đá hôm nay its premises managed by the People's Committee trực tiếp bóng đá hôm nay the province where such set is located; and possesses legal status and a separate seal and account.

2. Functions trực tiếp bóng đá hôm nay a regional parent university comprise training provision, multidisciplinary technological - scientific research and community service.

Thus, a regional university is a public higher education institution. It operates under the Ministry trực tiếp bóng đá hôm nay Education and Training and is subject to territorial management by the provincial People's Committee where it is headquartered.

Member units trực tiếp bóng đá hôm nay a regional parent university comprise constituent research institutes and universities having legal status and established by the Prime Minister under the law; these member units may enjoy autonomy regarding their organizational structure and operation according to regulations trực tiếp bóng đá hôm nay law and this Regulation.

2. Organizational structure trực tiếp bóng đá hôm nay constituent universities trực tiếp bóng đá hôm nay a regional parent university is provided for in Clause 8 Article 1 trực tiếp bóng đá hôm nay the Law on Amendments to Law on Higher Education (amending Article 14 trực tiếp bóng đá hôm nay the Law on Higher Education); councils trực tiếp bóng đá hôm nay constituent universities trực tiếp bóng đá hôm nay a regional parent university are provided for in Clause 10 Article 1 trực tiếp bóng đá hôm nay the Law on Amendments to Law on Higher Education (amending Article 16 trực tiếp bóng đá hôm nay the Law on Higher Education), Clause 8 Article 7 trực tiếp bóng đá hôm nay Decree No. 99/2019/ND-CP and this Regulation; principals trực tiếp bóng đá hôm nay constituent universities trực tiếp bóng đá hôm nay a regional parent university are provided for in Clause 14 Article 1 trực tiếp bóng đá hôm nay the Law on Amendments to Law on Higher Education (amending Article 20 trực tiếp bóng đá hôm nay the Law on Higher Education), and decision on granting trực tiếp bóng đá hôm nay professor and associate professor titles to qualified lecturers is provided for by regulations trực tiếp bóng đá hôm nay law and this Regulation.

3. Constituent research institutes trực tiếp bóng đá hôm nay regional parent universities shall be established by the Prime Minister and operate in accordance with regulations trực tiếp bóng đá hôm nay the Law on Science and Technology, relevant regulations trực tiếp bóng đá hôm nay law and this Regulation.

Thus, the member entities trực tiếp bóng đá hôm nay a regional university include:

- Universities;

- Member research institutes.

The member entities are autonomous in organizing and operating according to legal regulations and theOrganizational and operational regulation trực tiếp bóng đá hôm nay regional parent universities and constituent higher education institutions issued together withCircular 10/2020/TT-BGDDT.

-The regional parent university director may promulgate list trực tiếp bóng đá hôm nay work positions trực tiếp bóng đá hôm nay affiliates trực tiếp bóng đá hôm nay the regional parent university and criteria and working conditions trực tiếp bóng đá hôm nay each position in accordance with the law and with the approval trực tiếp bóng đá hôm nay the regional parent university council; decide to grant the titles trực tiếp bóng đá hôm nay professor and associate professor to qualified lecturers trực tiếp bóng đá hôm nay affiliates trực tiếp bóng đá hôm nay the regional parent university as prescribed by law.

- The regional parent university director may decide to assign or change the job titles trực tiếp bóng đá hôm nay all lecturers, principal lecturers, researchers, principal researchers, officials and principal officials trực tiếp bóng đá hôm nay the regional parent university in compliance with regulations trực tiếp bóng đá hôm nay law.
