Requirements to be satisfied by preschools for conducting their educational activities
1. Own land, facilities, equipment, tools and toys, thereby meeting standards in terms of location, scale, area and basic facilities applied to preschools according to regulations issued by xoilac tv trực tiếp bóng đá hôm nay Ministry of Education and Training.

4. Have a sufficient amount of financial resources in order to maintain and develop educational activities:
a) Regarding a private preschool, xoilac tv trực tiếp bóng đá hôm nay investment capital shall be at least 30 million VND/child (excluding expenses incurred from land tenancy). xoilac tv trực tiếp bóng đá hôm nay total minimum capital shall be calculated when xoilac tv trực tiếp bóng đá hôm nay estimated education scale is greatest. xoilac tv trực tiếp bóng đá hôm nay capital plan shall conform to xoilac tv trực tiếp bóng đá hôm nay estimated scale of each stage.
Regarding a private preschool of which xoilac tv trực tiếp bóng đá hôm nay facilities are not newly built but are leased or xoilac tv trực tiếp bóng đá hôm nay existing facilities are used to conduct child care, parenting and education activities, xoilac tv trực tiếp bóng đá hôm nay capital shall be at least 70% of xoilac tv trực tiếp bóng đá hôm nay capital specified in point a of this clause;
b) Regarding a public or non-public preschool, its financial resources shall be maintained by a competent management authority or local community so as to meet requirements for xoilac tv trực tiếp bóng đá hôm nay early childhood education curriculum according to regulations.
5. Have xoilac tv trực tiếp bóng đá hôm nay statutes of organization and operation of xoilac tv trực tiếp bóng đá hôm nay preschool.

3. Procedures:
a) xoilac tv trực tiếp bóng đá hôm nay People’s Committee of a commune, ward or town (hereinafter referred to as “xoilac tv trực tiếp bóng đá hôm nay commune-level People’s Committee”; in case of application for establishment of a public preschool); an organization or individual (in case of application for permission for establishment of a non-public or private preschool) shall submit an application specified in clause 2 of this Article in person, via online public service portal or by post, to xoilac tv trực tiếp bóng đá hôm nay district-level People’s Committee.
b) Within 05 working days from xoilac tv trực tiếp bóng đá hôm nay date on which xoilac tv trực tiếp bóng đá hôm nay sufficient application is received, if xoilac tv trực tiếp bóng đá hôm nay application is unsatisfactory, xoilac tv trực tiếp bóng đá hôm nay district-level People’s Committee shall give a written notification of contents to be amended to xoilac tv trực tiếp bóng đá hôm nay applicant; if xoilac tv trực tiếp bóng đá hôm nay application is satisfactory, xoilac tv trực tiếp bóng đá hôm nay district-level People’s Committee shall give guidelines to xoilac tv trực tiếp bóng đá hôm nay Subdepartment of Education and Training for organization of xoilac tv trực tiếp bóng đá hôm nay assessment of realistic conditions concerning establishment or permission for establishment of a preschool;
c) Within 15 days from xoilac tv trực tiếp bóng đá hôm nay date of receipt of xoilac tv trực tiếp bóng đá hôm nay guidelines from xoilac tv trực tiếp bóng đá hôm nay district-level People’s Committee, xoilac tv trực tiếp bóng đá hôm nay Subdepartment of Education and Training shall preside over and cooperate with other relevant specialized divisions in assessing realistic conditions concerning establishment or permission for establishment of a preschool in xoilac tv trực tiếp bóng đá hôm nay application; preparing an assessment report to assess fulfillment of requirements mentioned in Article 3 of this Decree; and submitting xoilac tv trực tiếp bóng đá hôm nay report to xoilac tv trực tiếp bóng đá hôm nay President of xoilac tv trực tiếp bóng đá hôm nay district-level People’s Committee for consideration and decision;
d) Within 05 working days from xoilac tv trực tiếp bóng đá hôm nay date of receipt of xoilac tv trực tiếp bóng đá hôm nay assessment report from xoilac tv trực tiếp bóng đá hôm nay Subdepartment of Education and Training, if xoilac tv trực tiếp bóng đá hôm nay requirements are fulfilled, xoilac tv trực tiếp bóng đá hôm nay President of xoilac tv trực tiếp bóng đá hôm nay district-level People’s Committee shall issue a decision on establishment or permission for establishment of xoilac tv trực tiếp bóng đá hôm nay preschool; if xoilac tv trực tiếp bóng đá hôm nay requirements are not fulfilled, he/she shall send a written notification in which reasons should be clearly specified to xoilac tv trực tiếp bóng đá hôm nay applicant.

- In case of a private preschool, a legal confirmation document on xoilac tv trực tiếp bóng đá hôm nay amount of investment currently managed by xoilac tv trực tiếp bóng đá hôm nay preschool, ensuring legitimacy and conformity with xoilac tv trực tiếp bóng đá hôm nay estimated scale at xoilac tv trực tiếp bóng đá hôm nay time of application for educational activities;
- Statutes of organization and operation of xoilac tv trực tiếp bóng đá hôm nay preschool, specifying legal status, missions and powers of xoilac tv trực tiếp bóng đá hôm nay preschool; organization and management structure; organization of child care, parenting and education activities; tasks and rights of administrative officers, teachers, staff, employees and children; finances and assets of xoilac tv trực tiếp bóng đá hôm nay preschool; other issues related to organization and operation of xoilac tv trực tiếp bóng đá hôm nay preschool.
