- Each province organizes one Exam Council, led by the Department of Education and Training, to organize examinations for all candidates registered for examinations in the province. The Department of Schools - Ministry of Defense may organize the examinations for candidates at an Exam Council led by the Department of Education and Training or organize one Exam Council led by the Department of Schools - Ministry of Defense.
