Proposal: Organizations and individuals engaged in private tutoring outside of school in Vietnam are required to register their business
According to Article 5 of đá bóng trực tiếp Draft Circular on Regulations for Private Tutoring, đá bóng trực tiếp regulations forprivate tutoring outside of school are as follows:
Private Tutoring Outside of School
- Organizations or individuals engaged in private tutoring outside of school (hereinafter referred to as private tutoring facilities) must comply with đá bóng trực tiếp following requirements:
a) Register đá bóng trực tiếp business according to đá bóng trực tiếp provisions of law.
b) Publicize đá bóng trực tiếp subjects organized for private tutoring, đá bóng trực tiếp duration of each subject by grade level, đá bóng trực tiếp location and timing of extra lessons, đá bóng trực tiếp list of tutoring teachers, and đá bóng trực tiếp tuition fees before enrolling students for extra lessons.
- Teachers (including đá bóng trực tiếp Vice Principal or deputy head) working and receiving salaries from đá bóng trực tiếp payroll fund of public general education or continuing education institutions participating in private tutoring outside of school must comply with đá bóng trực tiếp following requirements:
a) Report to đá bóng trực tiếp Principal regarding đá bóng trực tiếp subject, location, and timing of đá bóng trực tiếp private tutoring, and commit to đá bóng trực tiếp Principal to complete đá bóng trực tiếp assigned tasks without violating đá bóng trực tiếp regulations stipulated in Article 3 of this Circular.
b) In cases where đá bóng trực tiếp teacher's extra class outside of school includes students they are teaching in school, they must report and list those students (including their names and current class in school) to đá bóng trực tiếp Principal and commit not to coerce any student into extra classes.
- Principals participating in private tutoring outside of school must report and obtain consent from đá bóng trực tiếp Head of đá bóng trực tiếp Department of Education and Training (for secondary schools) and đá bóng trực tiếp Director of đá bóng trực tiếp Department of Education and Training (for high schools).
đá bóng trực tiếp Draft Circular on Regulations for Private Tutoring proposes that organizations and individuals engaged in private tutoring outside of school must register their business according to đá bóng trực tiếp law. This is one of đá bóng trực tiếp new points in đá bóng trực tiếp Draft Circular on Regulations for Private Tutoring.
Previously, Article 6 ofCircular 17/2012/TT-BGDDTregulated private tutoring (invalidated by Article 1 ofDecision 2499/QD-BGDDT 2019), including:
Organizations or individuals licensed to organize private tutoring:
- Commit to đá bóng trực tiếp commune-level People's Committee where đá bóng trực tiếp extra educational service is located, to comply with regulations onprivate tutoring outside of school and to maintain order, security, and environmental sanitation at đá bóng trực tiếp private tutoring location.
- Publicize at đá bóng trực tiếp private tutoring location, both before and during đá bóng trực tiếp private tutoring:
+ License for organizing private tutoring;
+ List of extra-teaching personnel;
+ Private tutoring timetable;
+ Tuition fees.

In what cases is private tutoringprohibited in Vietnam?
Based on Article 4 ofCircular 17/2012/TT-BGDDT, đá bóng trực tiếp following cases are prohibited for private tutoring:
- No private tutoring forstudentswho are already receiving two sessions of school a day.
- No private tutoring for primary students, except for those seeking additional training in arts, sports, or life skills.
- Cơ sở giáo dục đại đá bóng trực, colleges, intermediate vocational schools, and vocational training centers are not to organize private tutoring of contents based on đá bóng trực tiếp general education program.
- For teachers receiving salaries from đá bóng trực tiếp public service provider's payroll:
+ They may not organize private tutoring outside of school but may participate in such activities outside of their primary teaching duties;
+ They may not provide private tutoring to students they are teaching without đá bóng trực tiếp approval of their supervisory authority.
What are regulations onorganizing private tutoring within schools in Vietnam?
According to Article 5 ofCircular 17/2012/TT-BGDDT, đá bóng trực tiếp regulations on organizing private tutoring within schools are as follows:
- Students wishing to partake in extra lessons must submit an application for extra classes to đá bóng trực tiếp school; parents or guardians (hereinafter collectively referred to as parents) directly sign and make commitments with đá bóng trực tiếp school regarding private tutoring and submit it along with đá bóng trực tiếp application, taking responsibility for compliance.
- School Principals shall receive applications for extra lessons from students, organize student groups based on academic ability, assign teachers for each subject, and organize extra classes according to student ability groups.
- Teachers wishing to provide extra lessons must file an application for private tutoring; in đá bóng trực tiếp application, they must commit to đá bóng trực tiếp school to fulfill all teaching duties according to general regulations and other tasks assigned by đá bóng trực tiếp school, while strictly adhering to private tutoring regulations within đá bóng trực tiếp school.
- School Principals shall review and approve đá bóng trực tiếp list of tutoring teachers, assign said teachers, and arrange a suitable timetable for extra lessons based on đá bóng trực tiếp students' academic abilities.
