- kết quả bóng đá trực tiếp “Advanced Labor Collective” title is awarded annually at kết quả bóng đá trực tiếp end of kết quả bóng đá trực tiếp school year or kết quả bóng đá trực tiếp working year to collectives meeting kết quả bóng đá trực tiếp following criteria:
+ Conduct good completion of assigned tasks;
+ Participate in emulation movements in a regular, realistic, and effective manner;
+ Have at least 70% of individuals in kết quả bóng đá trực tiếp collective achieve “Advanced Laborer” titles and have no individuals that receive disciplinary actions from warning level or above;
+ Have internal unification and good compliance with kết quả bóng đá trực tiếp guidelines of kết quả bóng đá trực tiếp CPV and policies and laws of kết quả bóng đá trực tiếp State.
- kết quả bóng đá trực tiếp entities to be considered for awarding kết quả bóng đá trực tiếp “Advanced Labor Collective” title include:
+ Units under and affiliated to kết quả bóng đá trực tiếp Ministry, as well as units under kết quả bóng đá trực tiếp national parent university;
+ Collectives stipulated in Clause 4 Article 2 ofCircular 29/2023/TT-BGDDTof units under and affiliated to kết quả bóng đá trực tiếp Ministry, and units under thenational parent university.
- kết quả bóng đá trực tiếp Minister of Education and Training decides to award kết quả bóng đá trực tiếp “Advanced Labor Collective” title to unitsunder and affiliated to kết quả bóng đá trực tiếp Ministry.

Under Article 12 ofCircular 29/2023/TT-BGDDT, kết quả bóng đá trực tiếp powerto propose kết quả bóng đá trực tiếp consideration for awardingtheemulation titles is stipulated as follows:
- Heads of units without legal status under kết quả bóng đá trực tiếp Ministry present to kết quả bóng đá trực tiếp Minister of Education and Training for consideration of awarding kết quả bóng đá trực tiếp titles “Advanced Labor Collective”, “Advanced Laborer”, and “Grassroots-level Emulation Fighter”.
- Heads of units under and affiliated to kết quả bóng đá trực tiếp Ministry shall:
+ Present to kết quả bóng đá trực tiếp Minister of Education and Training for kết quả bóng đá trực tiếp consideration of awarding kết quả bóng đá trực tiếp titles “Excellent Labor Collective”, “Emulation Flag of kết quả bóng đá trực tiếp Ministry of Education and Training”, “Ministry-level Emulation Fighter”, Minister’s Diplomas of Merit, Commemorative Medals;
+ Present to kết quả bóng đá trực tiếp Minister of Education and Training for consideration and submission to competent authorities for State-level commendation according to regulations.
- kết quả bóng đá trực tiếp director of a national parent university presents to kết quả bóng đá trực tiếp Minister of Education and Training for consideration of awarding kết quả bóng đá trực tiếp titles “Excellent Labor Collective”, “Emulation Flag of kết quả bóng đá trực tiếp Ministry of Education and Training”, “Ministry-level Emulation Fighter”, Minister’s Diplomas of Merit, Commemorative Medals for collectives and individuals under their management.
- Directors of Departments of Education and Training shall:
+ Present to kết quả bóng đá trực tiếp Minister of Education and Training for consideration of awarding Diplomas of Merit to collectives and individuals of educational institutions under kết quả bóng đá trực tiếp management of kết quả bóng đá trực tiếp Department of Education and Training, kết quả bóng đá trực tiếp Divisionof Education and Training, excluding commendation for merits;
+ Present to kết quả bóng đá trực tiếp Minister of Education and Training for awarding Commemorative Medals to individuals of educational institutions under kết quả bóng đá trực tiếp management of kết quả bóng đá trực tiếp Department of Education and Training, kết quả bóng đá trực tiếp Divisionof Education and Training.
- Chairpersons of provincial People’s Committees shall:
+ Propose to kết quả bóng đá trực tiếp Minister of Education and Training for awarding Diplomas of Merit to collectives and individuals of educational institutions under their management, private universities, enterprises, and organizations with significant contributions to kết quả bóng đá trực tiếp development of education in kết quả bóng đá trực tiếp province or city and kết quả bóng đá trực tiếp education sector;
+ Propose to kết quả bóng đá trực tiếp Minister of Education and Training for awarding Commemorative Medals to individuals of educational institutions under their management, private universities;
+ Propose to kết quả bóng đá trực tiếp Minister of Education and Training for awarding Commemorative Medals to individuals outside kết quả bóng đá trực tiếp education sector who have contributed to kết quả bóng đá trực tiếp education and training of kết quả bóng đá trực tiếp province or city and kết quả bóng đá trực tiếp education sector.
- Heads of Ministries, departments, and centralauthorities shall:
+ Propose to kết quả bóng đá trực tiếp Minister of Education and Training for awarding kết quả bóng đá trực tiếp Minister’s Diplomas of Merit to collectives and individuals under their management authority and universities directly under kết quả bóng đá trực tiếp Ministries, agencies equivalent to Ministries, agencies belonging to kết quả bóng đá trực tiếp Government of Vietnam, kết quả bóng đá trực tiếp Supreme People's Court, kết quả bóng đá trực tiếp Supreme People’s Procuracy, socio-political organizations, Ho Chi Minh National Academy of Politics;
+ Propose to kết quả bóng đá trực tiếp Minister of Education and Training for awarding Commemorative Medals to individuals as specified in Article 8 ofCircular 29/2023/TT-BGDDT.

According to Clause 1 Article 84 of kết quả bóng đá trực tiếpLaw on Emulation and Commendation 2022,kết quả bóng đá trực tiếp application forthe consideration for awardingthe emulation titles includes:
-A statement on request for consideration for awarding emulation titles;
- A report on achievements of kết quả bóng đá trực tiếp individual or collective;
- Minutes of emulation review;
- Certificates or verifications of competent agencies or organizations regarding initiatives, scientific topics, scientific projects, scientific works, and technological works in case of requesting titles of "Grassroots-Level Emulation Fighter",Emulation Fighter of Ministry, Department, and Central or Provincial Authority, and "National Emulation Fighter".
