b) Have nodiploma issuedby xem bóng đá trực tiếp nhà cái training institutions, except in cases of force majeure reasons verified by a competent authority;
c) Have completed and been awarded graduation certificates but quit working or terminate xem bóng đá trực tiếp nhà cái employment contract before serving xem bóng đá trực tiếp nhà cái committed period as stipulated at point b, clause 2, Article 10 of this Decree.

1, Preschool teachers who have not obtained a college degree in pedagogy or higher, calculated from July 1, 2020, still have at least 07 years of service (84 months) until xem bóng đá trực tiếp nhà cái retirement age as prescribed.
2. - Annually, preschool and general education institutions developplans, send them to xem bóng đá trực tiếp nhà cái Division ofEducation and Training for compilation, advise xem bóng đá trực tiếp nhà cái district-level People's Committee to issue plans, and send them to xem bóng đá trực tiếp nhà cái Department of Education and Training, Department of Education - Science and Technology Bac Lieu (hereinafter collectively referred to as xem bóng đá trực tiếp nhà cái Department of Education and Training);
xem bóng đá trực tiếp nhà cái provincial People's Committee issues annual plans on xem bóng đá trực tiếp nhà cái advice and proposal of xem bóng đá trực tiếp nhà cái Department of Education and Training, based on xem bóng đá trực tiếp nhà cái plans of xem bóng đá trực tiếp nhà cái Ministry of Education and Training and xem bóng đá trực tiếp nhà cái annual plans of xem bóng đá trực tiếp nhà cái district-level People's Committee;
- xem bóng đá trực tiếp nhà cái provincial People's Committee sends xem bóng đá trực tiếp nhà cái plan to xem bóng đá trực tiếp nhà cái Ministry of Education and Training for compilation, monitoring, and implementation guidance.
