d) Public employees with professional titles requiring college degrees;

e) Public employees with professional titles requiring intermediate degrees.

Since vice principals of public preschools are managerial public employees,trực tiếp bóng đá k+ appointment process will be carried out according to Article 46 of trực tiếp bóng đá k+Decree 115/2020/ND-CP(amended by Clause 25, Article 1 of trực tiếp bóng đá k+Decree 85/2023/ND-CP) as follows:

Phase 1: Seeking Appointment Approval

- Agencies or units needing to appoint managerial public employees must submit a written request to trực tiếp bóng đá k+ competent authority, clearly stating trực tiếp bóng đá k+ position to be filled, candidate sources, anticipated allocation of specific duties, and tasks.

- Within 10 working days from receiving trực tiếp bóng đá k+ request, trực tiếp bóng đá k+ competent authority must review and decide on trực tiếp bóng đá k+ appointment approval.

- Within 30 working days from trực tiếp bóng đá k+ date of receiving trực tiếp bóng đá k+ approval document, trực tiếp bóng đá k+ agency, organization, or unit must complete trực tiếp bóng đá k+ prescribed personnel process.

Phase 2: Conductingthe Appointment Process for Internal Candidates:

- If trực tiếp bóng đá k+ head or deputy head does not belong to trực tiếp bóng đá k+ Standing Committee of trực tiếp bóng đá k+ party committee (for superstructure party organizations) or trực tiếp bóng đá k+ equivalent committee of trực tiếp bóng đá k+ unit, then trực tiếp bóng đá k+ head of trực tiếp bóng đá k+ equivalent party committee of trực tiếp bóng đá k+ agency/unit will attend.

- According to trực tiếp bóng đá k+ appointment authority's decentralization, trực tiếp bóng đá k+ competent authority's leadership representative chairs trực tiếp bóng đá k+ Meeting or authorizes a delegate to do so.

- trực tiếp bóng đá k+ head or deputy head of trực tiếp bóng đá k+ organization, or personnel department of trực tiếp bóng đá k+ competent authority attends but does not vote.

- Step 2: Extended Collective Leadership Meeting

Based on trực tiếp bóng đá k+ structure, quantity, standards, conditions, and candidate list approved in Step 1, trực tiếp bóng đá k+ head provides orientation for trực tiếp bóng đá k+ appropriate appointments to meet trực tiếp bóng đá k+ unit's requirements for trực tiếp bóng đá k+ Meeting to discuss and secretly vote on trực tiếp bóng đá k+ candidates.

Composition: Collective leadership as per trực tiếp bóng đá k+ provisions of this Clause; trực tiếp bóng đá k+ Standing Committee of trực tiếp bóng đá k+ equivalent party committee (for superstructure party organizations) or trực tiếp bóng đá k+ equivalent party committee of trực tiếp bóng đá k+ unit; heads of subordinate and affiliated units (if any).

Nomination and selection principle: Each Meeting member nominates one person for one position; trực tiếp bóng đá k+ candidate receiving trực tiếp bóng đá k+ highest number of votes out of those receiving more than 50% of trực tiếp bóng đá k+ total summoned votes will be selected.

If no candidate receives over 50%, all those receiving at least 30% are nominated for trực tiếp bóng đá k+ next step.

If no one receives 30%, trực tiếp bóng đá k+ process ceases, and trực tiếp bóng đá k+ competent authority is consulted.

Composition: Same as in Step 1.

Nomination and selection principle: Each member nominates one candidate for a position from those nominated in Step 2 or another eligible individual; trực tiếp bóng đá k+ candidate with trực tiếp bóng đá k+ highest votes and over 50% is nominated.

If no candidate reaches 50%, all those receiving at least 30% are nominated for trực tiếp bóng đá k+ next step.

Solicit opinions from key personnel for trực tiếp bóng đá k+ candidates nominated in Step 3.

Composition: Collective leadership as per this Clause; heads of political and social organizations of trực tiếp bóng đá k+ public service provider; deputy heads of subordinate units (if any).

For public service units with fewer than 30 members, all public employees may attend.

Procedural order: Introduce candidates from Step 3 with a summary of their biographies, work history, asset declarations, disciplines, strengths, and assigned tasks.

Cast votes for personnel (names optional). Personnel nomination slips are issued by trực tiếp bóng đá k+ Meeting organizers and bear trực tiếp bóng đá k+ unit's seal. trực tiếp bóng đá k+ results are recorded but not announced at trực tiếp bóng đá k+ Meeting.

- Step 5: Collective Leadership Meeting (Third Meeting)

Before trực tiếp bóng đá k+ Meeting, trực tiếp bóng đá k+ unit must request trực tiếp bóng đá k+ party committee's comments on trực tiếp bóng đá k+ candidate and investigate any new issues.

- Step 1:Discuss with trực tiếp bóng đá k+ prospective receiving unit's leadership about trực tiếp bóng đá k+ appointment.

- Step 2:Discuss with trực tiếp bóng đá k+ prospective appointing unit's leadership about trực tiếp bóng đá k+ appointment. trực tiếp bóng đá k+ leadership committee from trực tiếp bóng đá k+ candidate's current place of work must yield over 50% approval for trực tiếp bóng đá k+ candidate; otherwise, trực tiếp bóng đá k+ authority is consulted.

Obtain local and organizational feedback.

Meet trực tiếp bóng đá k+ prospective candidate to discuss job requirements.

- Step 3:Coordinate with relevant bodies for candidate verification and recommendation.

If trực tiếp bóng đá k+ candidate meets trực tiếp bóng đá k+ standards, conditions, and differing opinions persist, trực tiếp bóng đá k+ department presents all opinions to trực tiếp bóng đá k+ authority for decision-making.

Phase 4:Based on Article 46, Clause 2 of trực tiếp bóng đá k+Decree 115/2020/ND-CP(amended by Clause 25, Article 1 of trực tiếp bóng đá k+Decree 85/2023/ND-CP), trực tiếp bóng đá k+ competent authority's regulations on appointment powers, processes, procedures, and specific conditions for public service providers, trực tiếp bóng đá k+ head of trực tiếp bóng đá k+ managing authority or trực tiếp bóng đá k+ authority's delegate determines trực tiếp bóng đá k+ attendees for trực tiếp bóng đá k+ appointment procedure.
