According to Article 7 ofDecree 20/2014/ND-CP, trực tiếp bóng đá hôm nay euro subjects of trực tiếp bóng đá hôm nay euro universalization of primary education are children aged from 6 to 14 who have not completed trực tiếp bóng đá hôm nay euro primary education program.
Furthermore, trực tiếp bóng đá hôm nay euro responsibility of citizens, families, and educational institutions isspecified in Article 3 ofDecree 20/2014/ND-CPas follows:
- All citizens in trực tiếp bóng đá hôm nay euro prescribed age must learn to achieve trực tiếp bóng đá hôm nay euro level of education universalization or illiteracy eradication;
- Families are responsible for creating favorable conditions for their members in trực tiếp bóng đá hôm nay euro prescribed age to learn to achieve trực tiếp bóng đá hôm nay euro level of education universalization or illiteracy eradication;
- trực tiếp bóng đá hôm nay euro educational institutions are responsible for implementation of education universalization or illiteracy eradication according to their functions and duties.

*Criteria for recognized standard achievement of primary education universalization at level 1(According to Article 9 ofDecree 20/2014/ND-CP):
- For individuals: Must finish trực tiếp bóng đá hôm nay euro primary educational program.
- For communes:
+ trực tiếp bóng đá hôm nay euro percentage of 6-year old admitted to form 01 must reach at least 90%;
+ trực tiếp bóng đá hôm nay euro percentage of 14-year children finishing trực tiếp bóng đá hôm nay euro primary educational program must reach at least 80% and 70% for communes withextremely difficultsocio-economic conditions;
- For districts: At least 90% of communes must be recognized to have met trực tiếp bóng đá hôm nay euro standard of primary education universalization at level 1.
- For provinces: There must be 100% districts recognized to have met trực tiếp bóng đá hôm nay euro standard of primary education universalization at level 1.
* Criteria for recognized standard achievement of primary education universalization at level 2(According to Article 10 ofDecree 20/2014/ND-CP):
- For communes:
+ Ensuring criteria for recognized standard achievement of primary education universalization at level1;
+ trực tiếp bóng đá hôm nay euro percentage of 6-year old admitted to form 01 must reach at least 95%;
+ trực tiếp bóng đá hôm nay euro percentage of 11-year children finishing trực tiếp bóng đá hôm nay euro must reach at least 80% and 70% for communes withextremely difficultsocio-economic conditions; trực tiếp bóng đá hôm nay euro remaining11-year children are attending primary classes.
- For districts: At least 90% of communes must be recognized to have met trực tiếp bóng đá hôm nay euro standard of primary education universalization at level 2.
- For provinces: There must be 100% districts recognized to have met trực tiếp bóng đá hôm nay euro standard of primary education universalization at level 2.
* Criteria for trực tiếp bóng đá hôm nay euro recognized standard achievement of primary education universalization at level 3(According to Article 11 ofDecree 20/2014/ND-CP):
- For communes:
+ Ensuring trực tiếp bóng đá hôm nay euro criteria for recognized standard achievement of primary education universalization at level2;
+ trực tiếp bóng đá hôm nay euro percentage of 6-year old admitted to form 01 must reach at least 98%;
+ trực tiếp bóng đá hôm nay euro percentage of 11-year children finishing trực tiếp bóng đá hôm nay euro must reach at least 90% and 80% for communes withextremely difficultsocio-economic conditions; trực tiếp bóng đá hôm nay euro remaining11-year children are attending primary classes.

Shall studying costs be financed when participating in trực tiếp bóng đá hôm nay euro education universalization program in Vietnam?
According to Article 2 ofDecree 20/2014/ND-CP, trực tiếp bóng đá hôm nay euro policy for education universalization and literacy eradication is as follows:
Policy for education universalization and literacy eradication
1. trực tiếp bóng đá hôm nay euro State gives trực tiếp bóng đá hôm nay euro priority to trực tiếp bóng đá hôm nay euro investment and creates favorable conditions for educational institutions of trực tiếp bóng đá hôm nay euro national educational system to implement trực tiếp bóng đá hôm nay euro education universalization or illiteracy eradication; encourages and creates favorable conditions for international organizations, foreigners and oversea Vietnamese to participate in education universalization or illiteracy eradication in Vietnam under regulations of law.
2. trực tiếp bóng đá hôm nay euro State implements trực tiếp bóng đá hôm nay euro support policy to trực tiếp bóng đá hôm nay euro people subject to reduction or exemption from school fees and support to studyingcosts when participating in trực tiếp bóng đá hôm nay euro prescribed programs of education universalization or illiteracy eradication.
3. Individuals participating in organization, management, teaching ...to carry out trực tiếp bóng đá hôm nay euro education universalization or illiteracy eradication shall receive trực tiếp bóng đá hôm nay euro remuneration as prescribed by trực tiếp bóng đá hôm nay euro State.

Specifically, according to Article 18 ofDecree 81/2021/ND-CP, preschool children and general education pupils, learners at continuing education institutions following trực tiếp bóng đá hôm nay euro general education program fall into trực tiếp bóng đá hôm nay euro following categories are entitled to financing for studying costs:
- Orphans with both parents deceased.
- Those with disabilities.
- Children whose parents are classified as poor households according to trực tiếp bóng đá hôm nay euro regulations of trực tiếp bóng đá hôm nay euro Prime Minister of trực tiếp bóng đá hôm nay euro Government of Vietnam.
- Learners in particularly difficult hamlets, communes in category III areas in ethnic regions and mountainous regions, particularly difficult hamlets in coastal regions and islands according to regulations of competent authority.
Thus,learners participating in education universalization programs will receive financing for studying costs if they fall into trực tiếp bóng đá hôm nay euro entitled categories.
