Pursuant to Article 15 ofDecree 46/2017/ND-CP:

Pursuant to Article 16 ofDecree 46/2017/ND-CP:
Procedures for establishing a public primary school or permitting xem bóng đá trực tiếp nhà cái establishment of a private primary school
1. xem bóng đá trực tiếp nhà cái Chairperson of xem bóng đá trực tiếp nhà cái district People's Committee decides on xem bóng đá trực tiếp nhà cái establishment of public primary schools or permits xem bóng đá trực tiếp nhà cái establishment of private primary schools.

4. After a period of 02 years from xem bóng đá trực tiếp nhà cái effective date of xem bóng đá trực tiếp nhà cái decision to establish or permit xem bóng đá trực tiếp nhà cái establishment, if xem bóng đá trực tiếp nhà cái primary school is not allowed to operate in education, xem bóng đá trực tiếp nhà cái Department of Education and Training shall report to xem bóng đá trực tiếp nhà cái Chairperson of xem bóng đá trực tiếp nhà cái district People’s Committee to decide to cancel xem bóng đá trực tiếp nhà cái decision to establish or permit xem bóng đá trực tiếp nhà cái establishment of xem bóng đá trực tiếp nhà cái school.

Pursuant to Article 8 of xem bóng đá trực tiếp nhà cái Regulations on Primary Schools issued together withCircular 28/2020/TT-BGDDT:
Conditions, procedures for establishment; conditions for educational activities; merger, division, suspension of activities, dissolution of primary schools, and other educational institutions
1. Conditions, procedures for establishing public primary schools, permitting xem bóng đá trực tiếp nhà cái establishment of private primary schools; conditions, procedures for primary schools to operate in education; merger, division of primary schools; suspension of educational activities for primary schools; dissolution of primary schools shall be implemented according to xem bóng đá trực tiếp nhà cái regulations of xem bóng đá trực tiếp nhà cái Government of Vietnam on conditions for investment and operation in xem bóng đá trực tiếp nhà cái field of education.
2. Conditions, procedures for other educational institutions to implement primary education programs; suspension, revocation of permits for other educational institutions to implement primary education programs shall be implemented according to xem bóng đá trực tiếp nhà cái regulations of xem bóng đá trực tiếp nhà cái Government of Vietnam on conditions for investment and operation in xem bóng đá trực tiếp nhà cái field of education.
3. Conditions for primary schools and other educational institutions to implement primary education programs must meet xem bóng đá trực tiếp nhà cái minimum standards as per current regulations.
Pursuant to Article 16 ofDecree 46/2017/ND-CP, amended by Clause 8 of Article 1 ofDecree 135/2018/ND-CP, xem bóng đá trực tiếp nhà cái procedures for permitting xem bóng đá trực tiếp nhà cái establishment of a private primary school are as follows:
- Organizations or individuals wishing to establish a private primary school shall submit directly or by post 01 file as prescribed in Clause 2 of Article 16Decree 46/2017/ND-CPto xem bóng đá trực tiếp nhà cái Department of Education and Training;
- xem bóng đá trực tiếp nhà cái Department of Education and Training receives xem bóng đá trực tiếp nhà cái dossier. Within 05 working days from xem bóng đá trực tiếp nhà cái date of receipt of xem bóng đá trực tiếp nhà cái dossier, if xem bóng đá trực tiếp nhà cái dossier is unsatisfactory, it shall notify in writing xem bóng đá trực tiếp nhà cái contents that need to be amended or supplemented for xem bóng đá trực tiếp nhà cái organization or individual.
Within 15 working days from xem bóng đá trực tiếp nhà cái date of receipt of a complete and valid dossier, xem bóng đá trực tiếp nhà cái Department of Education and Training shall take xem bóng đá trực tiếp nhà cái lead, in cooperation with relevant specialized departments, to evaluate xem bóng đá trực tiếp nhà cái dossier and assess xem bóng đá trực tiếp nhà cái actual conditions for permitting xem bóng đá trực tiếp nhà cái establishment of xem bóng đá trực tiếp nhà cái primary school.
If xem bóng đá trực tiếp nhà cái conditions are met, xem bóng đá trực tiếp nhà cái Head of xem bóng đá trực tiếp nhà cái Department of Education and Training shall provide a written opinion and send xem bóng đá trực tiếp nhà cái dossier requesting permission to establish xem bóng đá trực tiếp nhà cái school to xem bóng đá trực tiếp nhà cái district People’s Committee;
- Within 05 working days from xem bóng đá trực tiếp nhà cái date of receipt of a complete and valid dossier, xem bóng đá trực tiếp nhà cái Chairperson of xem bóng đá trực tiếp nhà cái district People’s Committee shall decide to permit xem bóng đá trực tiếp nhà cái establishment.
If xem bóng đá trực tiếp nhà cái establishment permit is not granted, a written notice shall be given to xem bóng đá trực tiếp nhà cái Department of Education and Training, xem bóng đá trực tiếp nhà cái organization, and xem bóng đá trực tiếp nhà cái individual requesting xem bóng đá trực tiếp nhà cái establishment, specifying xem bóng đá trực tiếp nhà cái reason.
Pursuant to Clause 2 of Article 16Decree 46/2017/ND-CP, (amended and repealed by Article 1 and Article 2 ofDecree 135/2018/ND-CP), xem bóng đá trực tiếp nhà cái dossier includes:
- A written proposal for xem bóng đá trực tiếp nhà cái establishment of xem bóng đá trực tiếp nhà cái school;

- xem bóng đá trực tiếp nhà cái curriculum vitae accompanied by a copy issued from xem bóng đá trực tiếp nhà cái original register, a certified copy from xem bóng đá trực tiếp nhà cái original, or a copy with xem bóng đá trực tiếp nhà cái original for comparison of valid diplomas or certificates of xem bóng đá trực tiếp nhà cái proposed principal;
