- Higher education institutions are allowed to use training programs of foreign higher education institutions approved by xem bóng đá trực tiếp vtv2 competent authority of that country for training and degree awarding or having a valid quality accreditation certificate issued by a legitimate quality accreditation organization; ensuring xem bóng đá trực tiếp vtv2 legal regulations on intellectual property;
- Higher education institutions have autonomy and accountability in xem bóng đá trực tiếp vtv2 construction, appraisal, and issuance of training programs for college, university, master's, and doctoral levels;
- Foreign-invested higher education institutions have autonomy and accountability in xem bóng đá trực tiếp vtv2 construction of training programs and xem bóng đá trực tiếp vtv2 implementation of training programs that have been accredited by Vietnam's educational quality accreditation organization, ensuring not to harm national defense, security, national interests, community interests, with no content distorting history, adversely affecting culture, ethics, traditional customs, xem bóng đá trực tiếp vtv2 solidarity of Vietnamese ethnic groups, world peace and security; and no content propagating religion;

- Meeting xem bóng đá trực tiếp vtv2 requirements according to xem bóng đá trực tiếp vtv2 standards of xem bóng đá trực tiếp vtv2 training program at different levels of higher education as stipulated in Chapter 2 ofCircular 17/2021/TT-BGDDT, xem bóng đá trực tiếp vtv2 standards of training programs for fields, groups of fields (if any) and xem bóng đá trực tiếp vtv2 Vietnam National Qualifications Framework;
- Clearly demonstrating xem bóng đá trực tiếp vtv2 potential to contribute to meeting human resource needs according to xem bóng đá trực tiếp vtv2 economic-social development plans and strategies of sectors, localities, and xem bóng đá trực tiếp vtv2 nation, as well as labor market needs;

According to xem bóng đá trực tiếp vtv2 provisions of Clause 1, Article 18 ofCircular 17/2021/TT-BGDDT,xem bóng đá trực tiếp vtv2 appraisal and issuance of training programs are as follows:
Appraisal and issuance of training programs
- xem bóng đá trực tiếp vtv2 Principal of xem bóng đá trực tiếp vtv2 training institution decides on xem bóng đá trực tiếp vtv2 establishment of xem bóng đá trực tiếp vtv2 Training Program Appraisal Council. xem bóng đá trực tiếp vtv2 standards and structure of xem bóng đá trực tiếp vtv2 Appraisal Council are as follows:
a) Members of xem bóng đá trực tiếp vtv2 Training Program Appraisal Council: professors, associate professors, doctors in xem bóng đá trực tiếp vtv2 right or related field for training programs of new disciplines, experts knowledgeable in xem bóng đá trực tiếp vtv2 field, programs capable of developing and ensuring xem bóng đá trực tiếp vtv2 quality of higher education. Members of xem bóng đá trực tiếp vtv2 Training Program Appraisal Council are not members of xem bóng đá trực tiếp vtv2 Training Program Construction Council;
b) xem bóng đá trực tiếp vtv2 Appraisal Council has an odd number of members, including xem bóng đá trực tiếp vtv2 Chairperson, Secretary, and at least 02 reviewers from different training institutions and other Council members; among them, there must be at least 01 member representing xem bóng đá trực tiếp vtv2 employing units;
c) xem bóng đá trực tiếp vtv2 Principal of xem bóng đá trực tiếp vtv2 training institution decides on xem bóng đá trực tiếp vtv2 specific standards, number, composition, and members participating in xem bóng đá trực tiếp vtv2 Appraisal Council in accordance with xem bóng đá trực tiếp vtv2 regulations at points a, b, Clause 1 of this Article.
