(2) Internal unity; vtv5 trực tiếp bóng đá hôm nay Party organization and unions are clean and strong; actively practicing thrift, preventing wastefulness, corruption, negativity, and other social evils.

Authority to propose awarding emulation titles, commendation forms
1. vtv5 trực tiếp bóng đá hôm nay head of a unit without legal status under vtv5 trực tiếp bóng đá hôm nay Ministry shall present to vtv5 trực tiếp bóng đá hôm nay Minister of Education and Training for consideration, awarding vtv5 trực tiếp bóng đá hôm nay title of "Advanced Labor organization", "Advanced Laborer", "Grassroots Emulation Fighter".
2. vtv5 trực tiếp bóng đá hôm nay head of a unit under vtv5 trực tiếp bóng đá hôm nay Ministry, a unit directly under vtv5 trực tiếp bóng đá hôm nay Ministry
a) Present to vtv5 trực tiếp bóng đá hôm nay Minister of Education and Training for consideration, awarding vtv5 trực tiếp bóng đá hôm nay title of "Excellent Labor organization", "Emulation Flag of vtv5 trực tiếp bóng đá hôm nay Ministry of Education and Training", "Ministerial Emulation Fighter", Minister's Certificate of Merit, Commemorative Medal;
b) Present to vtv5 trực tiếp bóng đá hôm nay Minister of Education and Training for consideration, submit to vtv5 trực tiếp bóng đá hôm nay competent authority for state-level commendation according to regulations.
3. vtv5 trực tiếp bóng đá hôm nay director of vtv5 trực tiếp bóng đá hôm nay national university shall present to vtv5 trực tiếp bóng đá hôm nay Minister of Education and Training for consideration, awarding vtv5 trực tiếp bóng đá hôm nay title of "Excellent Labor organization", "Emulation Flag of vtv5 trực tiếp bóng đá hôm nay Ministry of Education and Training", "Ministerial Emulation Fighter", Minister's Certificate of Merit, Commemorative Medal for organizations and individuals under their management.
4. vtv5 trực tiếp bóng đá hôm nay director of vtv5 trực tiếp bóng đá hôm nay department of education and training
a) Present to vtv5 trực tiếp bóng đá hôm nay Minister of Education and Training for consideration, awarding vtv5 trực tiếp bóng đá hôm nay Certificate of Merit to organizations and individuals of educational institutions under vtv5 trực tiếp bóng đá hôm nay management of vtv5 trực tiếp bóng đá hôm nay department of education and training, vtv5 trực tiếp bóng đá hôm nay education office (except for merit-based commendations);
b) Present to vtv5 trực tiếp bóng đá hôm nay Minister of Education and Training for consideration, awarding vtv5 trực tiếp bóng đá hôm nay Commemorative Medal to individuals of educational institutions under vtv5 trực tiếp bóng đá hôm nay management of vtv5 trực tiếp bóng đá hôm nay department of education and training, vtv5 trực tiếp bóng đá hôm nay education office.

Based on Article 7 ofCircular 29/2023/TT-BGDDT:
Title "Emulation Flag of vtv5 trực tiếp bóng đá hôm nay national university"
1. vtv5 trực tiếp bóng đá hôm nay Emulation Flag of vtv5 trực tiếp bóng đá hôm nay national university shall be awarded annually to vtv5 trực tiếp bóng đá hôm nay most outstanding organization, leading vtv5 trực tiếp bóng đá hôm nay emulation movement of vtv5 trực tiếp bóng đá hôm nay block, emulation cluster organized by vtv5 trực tiếp bóng đá hôm nay national university and meeting vtv5 trực tiếp bóng đá hôm nay following standards:
a) Exceeding vtv5 trực tiếp bóng đá hôm nay program, plan, and tasks assigned in vtv5 trực tiếp bóng đá hôm nay year; having new factors, new models for other units in vtv5 trực tiếp bóng đá hôm nay national university to learn. If it is a production, business unit, it must comply with vtv5 trực tiếp bóng đá hôm nay laws and obligations to vtv5 trực tiếp bóng đá hôm nay State and national university;
b) Internal unity; actively practicing thrift, preventing wastefulness, corruption, negativity, and other social evils;
c) vtv5 trực tiếp bóng đá hôm nay Party organization and unions are rated as completing their tasks well or above.
2. vtv5 trực tiếp bóng đá hôm nay Emulation Flag of vtv5 trực tiếp bóng đá hôm nay national university shall be awarded to outstanding organizations, leading vtv5 trực tiếp bóng đá hôm nay emulation movement according to vtv5 trực tiếp bóng đá hôm nay theme organized by vtv5 trực tiếp bóng đá hôm nay national university with implementation time from 03 years or more when summarizing vtv5 trực tiếp bóng đá hôm nay emulation movement; vtv5 trực tiếp bóng đá hôm nay object and standards for awarding shall be specifically regulated by vtv5 trực tiếp bóng đá hôm nay national university according to each emulation movement.
3. vtv5 trực tiếp bóng đá hôm nay quantity of Emulation Flags to be awarded to organizations under vtv5 trực tiếp bóng đá hôm nay national university shall be regulated by vtv5 trực tiếp bóng đá hôm nay director of vtv5 trực tiếp bóng đá hôm nay national university but not exceeding 20% of vtv5 trực tiếp bóng đá hôm nay total number of leading organizations of vtv5 trực tiếp bóng đá hôm nay blocks, emulation clusters organized by vtv5 trực tiếp bóng đá hôm nay national university.
4. vtv5 trực tiếp bóng đá hôm nay national university shall not award vtv5 trực tiếp bóng đá hôm nay Emulation Flag of vtv5 trực tiếp bóng đá hôm nay national university to organizations that have been awarded vtv5 trực tiếp bóng đá hôm nay Emulation Flag of vtv5 trực tiếp bóng đá hôm nay Ministry of Education and Training for vtv5 trực tiếp bóng đá hôm nay same achievement.
Achieving vtv5 trực tiếp bóng đá hôm nay Emulation Flag of vtv5 trực tiếp bóng đá hôm nay Ministry of Education and Training will not be awarded vtv5 trực tiếp bóng đá hôm nayEmulation Flag of vtv5 trực tiếp bóng đá hôm nay national universityfor vtv5 trực tiếp bóng đá hôm nay same achievement obtained.
