Based on Article 37 ofDecree 125/2024/ND-CP, đá bóng trực tiếp conditions for establishing a public community learning center are specified as follows:

- There must be a location, classrooms, office rooms, and equipment that meet đá bóng trực tiếp educational activities' requirements at đá bóng trực tiếp center.

- There must be an educational program, study plans, and learning materials in accordance with đá bóng trực tiếp educational activities at đá bóng trực tiếp center as regulated by đá bóng trực tiếp Ministry of Education and Training.

- There must be administrative staff and teachers meeting đá bóng trực tiếp requirements for educational activities at đá bóng trực tiếp center as regulated by đá bóng trực tiếp Ministry of Education and Training.

What are đá bóng trực tiếp procedures for establishing a public community learning center in Vietnam?

According to Article 38 ofDecree 125/2024/ND-CP, đá bóng trực tiếp procedures for establishing a public community learning center in Vietnam are as follows:

(1) Application dossier includes:

- A proposal for đá bóng trực tiếp establishment or permission to establish a community learning center (according to Form No. 01 Annex 1 attached toDecree 125/2024/ND-CP);

- A copy of đá bóng trực tiếp legal documents proving đá bóng trực tiếp right to use land, home ownership, or lease contract of đá bóng trực tiếp center's location;

(2) Procedures:

Step 1:đá bóng trực tiếp communal People's Committee (if a public center is to be established) submits 01 set of đá bóng trực tiếp application dossier in(1)via đá bóng trực tiếp online public service portal or by postal service or directly to đá bóng trực tiếp district People's Committee

Step 2:Within 05 working days from đá bóng trực tiếp date of receiving đá bóng trực tiếp complete dossier, if đá bóng trực tiếp dossier is invalid, đá bóng trực tiếp district People's Committee or đá bóng trực tiếp Department of Education and Training shall notify in writing đá bóng trực tiếp contents that need to be amended and supplemented to đá bóng trực tiếp agency, organization, or individual requesting đá bóng trực tiếp establishment or permission to establish đá bóng trực tiếp center. If đá bóng trực tiếp dossier is valid, đá bóng trực tiếp district People's Committee or Department of Education and Training organizes đá bóng trực tiếp appraisal of đá bóng trực tiếp dossier and an on-site appraisal of đá bóng trực tiếp conditions for establishing đá bóng trực tiếp center, preparing an appraisal report to evaluate compliance with đá bóng trực tiếp provisions of Article 37 ofDecree 125/2024/ND-CPwithin 10 days;

Step 3:Within 05 working days from đá bóng trực tiếp date of đá bóng trực tiếp appraisal report, if all conditions are met, đá bóng trực tiếp Department of Education and Training submits to đá bóng trực tiếp Chairman of đá bóng trực tiếp district People's Committee for a decision to establish đá bóng trực tiếp public community learning center. If conditions are not met, a written notification is sent to đá bóng trực tiếp agency, organization, or individual requesting đá bóng trực tiếp establishment, clearly stating đá bóng trực tiếp reasons.

When is đá bóng trực tiếp activity of a public community learning center suspended in Vietnam?

According to Clause 1, Article 39 ofDecree 125/2024/ND-CP, đá bóng trực tiếp activities of community learning centers are suspended in đá bóng trực tiếp following cases:

- There is fraudulent behavior to be established or allowed to establish đá bóng trực tiếp center;

- Failing to ensure any condition stipulated in Article 37 ofDecree 125/2024/ND-CP;

- Not initiating educational activities within 01 year from đá bóng trực tiếp date of decision to establish or allow đá bóng trực tiếp establishment of đá bóng trực tiếp center;

- Violating educational law resulting in administrative penalties at a level requiring suspension;

- Other cases as prescribed by law.

What are procedures forsuspending a public community learning center in Vietnam?

Step 1:When violations as stated in đá bóng trực tiếp above section are detected at a community learning center, đá bóng trực tiếp Department of Education and Training conducts an inspection to assess đá bóng trực tiếp actual status of đá bóng trực tiếp center, drafts an inspection record, and notifies đá bóng trực tiếp center of đá bóng trực tiếp violations;

Step 2:Within 10 days from đá bóng trực tiếp date of đá bóng trực tiếp notification of đá bóng trực tiếp violation, based on đá bóng trực tiếp extent of đá bóng trực tiếp violation, đá bóng trực tiếp Department of Education and Training submits a proposal to đá bóng trực tiếp Chairman of đá bóng trực tiếp district People's Committee for a decision to suspend đá bóng trực tiếp activities of đá bóng trực tiếp public community learning center.

Step 3:During đá bóng trực tiếp suspension period, if đá bóng trực tiếp cause leading to đá bóng trực tiếp suspension is rectified, đá bóng trực tiếp center reports in writing with evidence to đá bóng trực tiếp Chairman of đá bóng trực tiếp district People's Committee or đá bóng trực tiếp Head of đá bóng trực tiếp Department of Education and Training.

Within 07 working days from đá bóng trực tiếp date of receipt of đá bóng trực tiếp center's notification, đá bóng trực tiếp Chairman of đá bóng trực tiếp district People's Committee or đá bóng trực tiếp Head of đá bóng trực tiếp Department of Education and Training decides to allow đá bóng trực tiếp community learning center to resume activities and publicly announces this through mass media.
