The term or appointment period of the director; standards for the director; duties, and powers of the director are carried out as stipulated in Clause 14, Article 1 of the Law amending and supplementing certain articles of the Law on Higher Education (amending and supplementing Article 20 of the Law on Higher Education) and these Regulations.
Issue a list of job positions, standards, and working conditions for each position within affiliated units after approval by kết quả bóng đá trực tiếp council; decide on the appointment of professors, associate professors for eligible lecturers as per the law.
Decide on appointing or changing work titles for lecturers, senior lecturers, researchers, senior researchers, specialists, and senior specialists in the entire regional university according to legal provisions.

- Develop and promulgate regulations for managing international cooperation activities of kết quả bóng đá trực tiếp in compliance with legal provisions; guide member units in implementing regulations on international cooperation activities.
- Develop international cooperation plans, negotiate, sign, and implement international cooperation agreements on education, training, scientific research, and technology transfer; manage and implement international cooperation programs and projects as per the law.
