Under the provisions in Clause 3, Article 3 ofCircular 14/2022/TT-BLDTBXH, “start-up support in vocational education đá bóng trực tiếp training” refers to an activity which is aimed at promoting entrepreneurship among learners đá bóng trực tiếp offering them access to start-up knowledge đá bóng trực tiếp skills during their learning time at vocational education đá bóng trực tiếp training institutions; creating an environment for learners to start a business; enabling learners to form đá bóng trực tiếp implement their ideas đá bóng trực tiếp start-up projects, đá bóng trực tiếp facilitate their self-employment after graduation.
Note:
- Thông tư 14/2022/TT-BLĐTBXHapplies to colleges, secondary schools, centers for vocational education đá bóng trực tiếp training (hereinafter referred to as “vocational education đá bóng trực tiếp training institutions”) đá bóng trực tiếp related organizations đá bóng trực tiếp individuals.
- Thông tư 14/2022/TT-BLĐTBXHdoes not apply to pedagogical schools under the state management of the Ministry of Education đá bóng trực tiếp Training.

What are the purposes of start-up support in vocational education đá bóng trực tiếp training in Vietnam?
Under the regulation in Article 11 ofCircular 14/2022/TT-BLDTBXHon the purposes ofstart-up support in vocational education đá bóng trực tiếp training in Vietnam:
- Promote entrepreneurship đá bóng trực tiếp self-employment of learners at vocational education đá bóng trực tiếp training institutions; provide learners with access to start-up knowledge đá bóng trực tiếp skills so that they are confident, proactive đá bóng trực tiếp creative when starting a new business đá bóng trực tiếp proactively enable their self-employment.
- Improve the capacity of vocational education đá bóng trực tiếp training institutions in terms of their training đá bóng trực tiếp refresher training activities, đá bóng trực tiếp provision of start-up đá bóng trực tiếp self-employment support to learners.
- Create a favorable environment to support learners at vocational education đá bóng trực tiếp training institutions to form đá bóng trực tiếp realize their ideas đá bóng trực tiếp start-up projects, contributing to creating jobs for learners after graduation; encourage private sector involvement đá bóng trực tiếp participation by enterprises, organizations đá bóng trực tiếp individuals in supporting start-up activities đá bóng trực tiếp self-employment of learners at vocational education đá bóng trực tiếp training institutions.
What are the start-up supportactivities in vocational education đá bóng trực tiếp training in Vietnam?
According to the provisions of Article 12 ofCircular 14/2022/TT-BLDTBXH, the start-up supportactivities in vocational education đá bóng trực tiếp training in Vietnam incldue:
1. Publicize đá bóng trực tiếp educate learners about the role đá bóng trực tiếp importance of entrepreneurship, innovation, creativity đá bóng trực tiếp self-employment; update global education trends; local, national đá bóng trực tiếp international start-up education programs; start-up support policies of the State; incubators, start-up spaces, domestic đá bóng trực tiếp foreign start-up support funds.
2. Provide learners with training, refresher training đá bóng trực tiếp access to start-up knowledge đá bóng trực tiếp skills; improve competence of personnel đá bóng trực tiếp teachers providing start-up support to learners.
3. Develop programs for cooperation with enterprises, investment funds, investors, organizations đá bóng trực tiếp individuals in providing start-up support to learners.
4. Develop enterprise incubation programs, support learners in forming đá bóng trực tiếp completing start-up projects đá bóng trực tiếp ideas; provide consulting, support đá bóng trực tiếp connect learners' start-up projects with enterprises, investment funds, investors, organizations đá bóng trực tiếp individuals.
5. Support, facilitate đá bóng trực tiếp organize the Startup Kite contest.
6. Other issues concerning start-up consulting in conformity with regulations of law.
The methods of providingstart-up support in vocational education đá bóng trực tiếp training in Vietnamare stipulated in Article 13 ofCircular 14/2022/TT-BLDTBXHas follows:
- Providing start-up information đá bóng trực tiếp start-up education for learners through educational activities; video clips, images đá bóng trực tiếp publications; documents đá bóng trực tiếp media.
- Organizing start-up contests, seminars, forums, days đá bóng trực tiếp exchanges to promote the entrepreneurship of learners.
- Developing programs đá bóng trực tiếp documents đá bóng trực tiếp providing training, refresher training đá bóng trực tiếp access to start-up knowledge đá bóng trực tiếp skills for learners.
- Developing start-up programs đá bóng trực tiếp documents đá bóng trực tiếp organizing training, refresher training đá bóng trực tiếp professional training to improve competence of cadres đá bóng trực tiếp teachers providing start-up support for learners.
- Establishing scientific research, innovation đá bóng trực tiếp start-up clubs for learners at vocational education đá bóng trực tiếp training institutions; building a network of alumni who have participated in starting businesses.
- Cooperating with enterprises, organizations đá bóng trực tiếp individuals to create a start-up support environment; organizing start-up practice, implementing start-up projects đá bóng trực tiếp connecting students' feasible start-up projects with enterprise incubators.
- Other methods prescribed by regulations of law.
