Based on Section 1 ofJoint Circular 10/2005/TTLT-BNV-BLDTBXH-BTC, following regulations are stipulated:
SCOPE, SUBJECTS, AND CONDITIONS OF APPLICATION
1. Scope and Subjects of Application:
a. Officials (including reserved officials), public employees, those in their trial periods, and contract employees who have been salaried according to trực tiếp bóng đá k+ State's salary scale working in state agencies and public service providers established by competent authorities.
b. Full-time officialsat communes, wards, and commune-level towns.
c. Those working in state-owned enterprises operating under trực tiếp bóng đá k+ State-owned Enterprises Law, Development Assistance Fund, and Vietnam Deposit Insurance, including:
Full-time members of trực tiếp bóng đá k+ Board of Directors; members of trực tiếp bóng đá k+ Supervisory Board;
General Directors, Directors, Deputy General Directors, Deputy Directors, Chief Accountants (excluding those working under contracts);
Workers and staff directly involved in production and business; public employees with professional, operational duties, and service staff working under labor contract policies stipulated in Decree No. 44/2003/ND-CP dated May 9, 2003, of trực tiếp bóng đá k+ Government of Vietnam detailing and guiding trực tiếp bóng đá k+ implementation of several provisions of trực tiếp bóng đá k+ Labor Code regarding labor contracts.
2. Conditions of Application:

Hence, teachers in Vietnamare eligible for attraction allowance when working in new economic zones, economic bases, distant islands, and border areas with particularly difficult living conditions.

Based on Section 2 ofThông tư liên tịch 10/2005/TTLT-BNV-BLĐTBXH-BTC, following regulations are stipulated:
ALLOWANCE LEVELS AND PAYMENT METHODS
1. Allowance Levels and Duration:
a. Attraction allowance includes 4 levels: 20%, 30%, 50%, and 70% of trực tiếp bóng đá k+ current salary level (based on grade, rank, position, professional, operational) plus leadership allowance and seniority allowances beyond trực tiếp bóng đá k+ bracket (if any).
b. trực tiếp bóng đá k+ duration of attraction allowance is determined within a timeframe of 3 years to 5 years from trực tiếp bóng đá k+ first time trực tiếp bóng đá k+ subjects specified in point 1 of section I of this Circular start working in places eligible for attraction allowance.
c. trực tiếp bóng đá k+ allowance level and duration depend on trực tiếp bóng đá k+ actual difficulty duration of living conditions in each new economic zone, economic base, and distant island.
2. Allowance Calculation:

Attraction Allowance Amount = Current Salary Level plus Leadership Allowance and Seniority Allowance beyond trực tiếp bóng đá k+ Bracket (if any) x Percentage of Allowance
3. Allowance Payment Method:
a. Attraction allowance is paid together with trực tiếp bóng đá k+ monthly salary and is not used to calculate or benefit from social insurance benefits.
b. Funding for paying attraction allowance:
b.1. For agencies and units fully funded by trực tiếp bóng đá k+ state budget, trực tiếp bóng đá k+ attraction allowance is covered by trực tiếp bóng đá k+ state budget according to trực tiếp bóng đá k+ current budget allocation in trực tiếp bóng đá k+ annual budget estimates assigned to trực tiếp bóng đá k+ agencies and units.
b.2. For self-financing agencies and public service providers, trực tiếp bóng đá k+ attraction allowance is paid from trực tiếp bóng đá k+ allocated financial resources and self-managed financial sources.
b.3. For state-owned companies, trực tiếp bóng đá k+ attraction allowance is included in trực tiếp bóng đá k+ wage unit cost and accounted for in production or business expenses.
Thus, teachers in Vietnam will receive attraction allowance levels of: 20%, 30%, 50%, and 70%.

Based on Section 3 ofThông tư liên tịch 10/2005/TTLT-BNV-BLĐTBXH-BTC, following documents are stipulated:
IMPLEMENTATION
1. Ministers, heads of agencies equivalent to Ministry level, heads of agencies under trực tiếp bóng đá k+ Government of Vietnam (hereinafter collectively referred to as Central Ministers, Heads of Agencies), Chairpersons of People's Committees of provinces and central-affiliated cities, and representatives of state-owned companies' owners, based on trực tiếp bóng đá k+ attraction allowance conditions stipulated in this Circular and trực tiếp bóng đá k+ actual new economic zones, economic bases, distant islands under management, propose to trực tiếp bóng đá k+ Joint Ministry for consideration and decision on trực tiếp bóng đá k+ attraction allowance.

a. Official Dispatch proposal from trực tiếp bóng đá k+ Central Ministers, Heads of Agencies, Chairpersons of People's Committees of provinces and central-affiliated cities, and representatives of state-owned companies' owners.
b. Explanation of conditions determining trực tiếp bóng đá k+ attraction allowance, proposed allowance level, and duration of trực tiếp bóng đá k+ attraction allowance.
c. Expected number of subjects and budget allocation for paying attraction allowance, specifying trực tiếp bóng đá k+ part funded by trực tiếp bóng đá k+ state budget (if any).
2. Based on trực tiếp bóng đá k+ proposal of trực tiếp bóng đá k+ Central Ministers, Chairpersons of People's Committees of provinces and central-affiliatedcities, and representatives of state-owned companies' owners, trực tiếp bóng đá k+ Joint Ministry will issue a document agreeing on trực tiếp bóng đá k+ attraction allowance application according to trực tiếp bóng đá k+ allocation as follows:
a. For officials and public employees in state agencies and public service providers, trực tiếp bóng đá k+ Ministry of Home Affairs cooperates with trực tiếp bóng đá k+ Ministry of Finance for review and resolution.
b. For subjects in state-owned companies, trực tiếp bóng đá k+ Ministry of Labor, WarInvalids and Social Affairs cooperates with trực tiếp bóng đá k+ Ministry of Finance for review and resolution.
3. After trực tiếp bóng đá k+ Joint Ministry's opinion, trực tiếp bóng đá k+ Central Ministers, Chairpersons of People's Committees of provinces and centrally-affiliatedcities, and representatives of state-owned companies' owners will guide units with subjects eligible for attraction allowance under their management to implement.
