Explanation of Terms
In this Regulation, trực tiếp bóng đá hôm nay euro following terms are understood as follows:
1. trực tiếp bóng đá hôm nay euro host unit for admissions is an agency or unit under trực tiếp bóng đá hôm nay euro Ministry of Education and Training, tasked with managing and overseeing activities related to overseas study admissions according to scholarship programs approved by competent authorities.
2. trực tiếp bóng đá hôm nay euro selection council is a council established by trực tiếp bóng đá hôm nay euro decision of trực tiếp bóng đá hôm nay euro Minister of Education and Training based on trực tiếp bóng đá hôm nay euro proposal of trực tiếp bóng đá hôm nay euro host unit for admissions to carry out trực tiếp bóng đá hôm nay euro selection of candidates for overseas study.
3. State budget scholarships are scholarships stipulated in Clause 1, Article 3 of Decree No. 86/2021/ND-CP dated September 25, 2021, of trực tiếp bóng đá hôm nay euro Government of Vietnam, regulating trực tiếp bóng đá hôm nay euro study, teaching, scientific research, and academic exchange of Vietnamese citizens abroad (hereinafter referred to as Decree No. 86/2021/ND-CP), assigned to trực tiếp bóng đá hôm nay euro Ministry of Education and Training for management and use.

- Based on trực tiếp bóng đá hôm nay euro specific regulations of each scholarship program, trực tiếp bóng đá hôm nay euro selection council agrees with trực tiếp bóng đá hôm nay euro host unit for admissions and relevant units on trực tiếp bóng đá hôm nay euro selection criteria and trực tiếp bóng đá hôm nay euro order of preference for these criteria.
- trực tiếp bóng đá hôm nay euro selection criteria include trực tiếp bóng đá hôm nay euro following contents:
+ Achievements and awards in study, research, and work (if any);
+ Academic results of trực tiếp bóng đá hôm nay euro previous educational level and qualifications obtained;
+ Foreign language scores (as stipulated by trực tiếp bóng đá hôm nay euro specific scholarship program);
+ Evaluation and order of priority as proposed by trực tiếp bóng đá hôm nay euro recommending agency (if any);
+ Duration of work experience (if any);
+ Examination results (if any);
+ Other priority criteria as stipulated by each scholarship program.
Which entities in Vietnam aregiven priority in overseas study admissions?
Pursuant to Article 4 of trực tiếp bóng đá hôm nay euro Regulation on Overseas Study Admissions, promulgated together withCircular 06/2016/TT-BGDDT,trực tiếp bóng đá hôm nay euro priority in admissions is as follows:
- Priority Categories
+ Candidates from agencies and localities prioritized for personnel training as regulated by trực tiếp bóng đá hôm nay euro Government of Vietnam;
+ Candidates with outstanding achievements in study and scientific research;
+ Other priority categories as per current State regulations and specific scholarship programs.
- Priority Training Majors
+ Training majors in line with trực tiếp bóng đá hôm nay euro orientation and planning of human resource development in each period; specific majors needing prioritized human resource training to serve national programs, schemes, and projects approved by trực tiếp bóng đá hôm nay euro Government of Vietnam;
+ Majors that are currently not trainable in Vietnam or trực tiếp bóng đá hôm nay euro training quality does not meet practical needs, and trực tiếp bóng đá hôm nay euro number of officials in these majors in Vietnam is insufficient;
+ Majors for which foreign countries prioritize providing scholarships to Vietnam.
In addition, it is necessary to ensure trực tiếp bóng đá hôm nay euro principles of application registration and overseas study admissions stated in Article 5 of trực tiếp bóng đá hôm nay euro Regulation on Overseas Study Admissions, promulgated together withCircular 06/2016/TT-BGDDTas follows:
- At trực tiếp bóng đá hôm nay euro time trực tiếp bóng đá hôm nay euro Ministry of Education and Training concurrently implements multiple scholarship programs, candidates are only allowed to apply for one scholarship program at a higher level than trực tiếp bóng đá hôm nay euro degree already held. Special cases will be considered and decided by trực tiếp bóng đá hôm nay euro Minister of Education and Training.
- Candidates applying for master’s and doctoral levels must register for a major of overseas study that meets trực tiếp bóng đá hôm nay euro demand for building and developing trực tiếp bóng đá hôm nay euro human resources of trực tiếp bóng đá hôm nay euro agency or locality sending them for study; it must match trực tiếp bóng đá hôm nay euro job position and work requirements of their agency or trực tiếp bóng đá hôm nay euro major of their previous educational level.
Additionally, in Article 6 of trực tiếp bóng đá hôm nay euro Regulation on Overseas Study Admissions, promulgated together withCircular 06/2016/TT-BGDDT, trực tiếp bóng đá hôm nay euro recruitment methods are stipulated as follows:
- Overseas study admissions are carried out by one of trực tiếp bóng đá hôm nay euro following methods: selection; or a combination of selection and examination.
- Based on trực tiếp bóng đá hôm nay euro regulations of each scholarship program, trực tiếp bóng đá hôm nay euro host unit for admissions agrees in writing with relevant units on trực tiếp bóng đá hôm nay euro recruitment method for overseas study admissions.
