1. The system administration account is managed by the Quality Management Department, ensuring continuous, seamless, stable, safe, and secure software operation. Each related organization or individual is issued one (1) account for management, operation, exploitation, and use.

2. Organization accounts are received, managed, and assigned by the head of the unit to the individual tasked with the unit's mission for management and use.
