Under Clause 2, Article 16 of trực tiếp bóng đá k+ regulation on undergraduate education issued withCircular 08/2021/TT-BGDDTon transfer to another academic discipline, campus, training institution or mode of study:

2.Conditions for transfer to another training institution:
a) trực tiếp bóng đá k+ student is not a first-year student or final-year student, is not considered for forced leave from school and has not exceeded trực tiếp bóng đá k+ permitted study time limit mentioned in Clause 5 Article 2 of this Regulation;
b) trực tiếp bóng đá k+ student is eligible to enroll in a training program or academic discipline of trực tiếp bóng đá k+ target institution in trực tiếp bóng đá k+ same cohort;
c) trực tiếp bóng đá k+ target institution meets quality assurance conditions and is capable of providing trực tiếp bóng đá k+ training program or academic discipline as per existing regulations of trực tiếp bóng đá k+ Ministry of Education and Training;
d) trực tiếp bóng đá k+ transfer is approved by trực tiếp bóng đá k+ principals of trực tiếp bóng đá k+ current training institution and target training institution.

Therefore, second-year and third-year students may apply for transfer to another training institution if they are not considered for forced leave from school and have not exceeded trực tiếp bóng đá k+ permitted study time limit as stipulated.
Additionally, students must meet trực tiếp bóng đá k+ following conditions:
- trực tiếp bóng đá k+ student is eligible to enroll in a training program or academic discipline of trực tiếp bóng đá k+ target institution in trực tiếp bóng đá k+ same cohort;

Under Article 61 of trực tiếp bóng đá k+Law on Higher Education 2012, trực tiếp bóng đá k+ prohibited actsforuniversity students in Vietnam are:
- Offending trực tiếp bóng đá k+ honor, dignity, abusing trực tiếp bóng đá k+ body of lecturers, management staff, employees, other students at higher education institutions and other people.
- Cheating at study, examination and enrolment.
- Engaging in activities of social evils or disturbances in higher education institutions or at public places and other acts of violations of law.
- Organizing or participating in illegal activities.

Under Article 60 of trực tiếp bóng đá k+Law on Higher Education 2012, amended by points a, b, and c, Clause 31, Article 1 of trực tiếp bóng đá k+Luật Giáo dục đại trực tiếp bóng đá hôm nay sửa đổi,trực tiếp bóng đá k+ duties and rights of learners are as follows:
Duties and rights of learners
1. Studying, doing scientific researches and training as prescribed.
2. Showing respect for trực tiếp bóng đá k+ lecturers, trực tiếp bóng đá k+ management staff and other employees at trực tiếp bóng đá k+ higher education institution; working closely and collaboratively during trực tiếp bóng đá k+ study and training
3. Participating in labor and social activities, environment protection, preserving trực tiếp bóng đá k+ order and security, preventing and fighting misconduct and cheating in study and examinations, preventing and fighting crimes and social evils.
4. Being respected and equally treated without discrimination by gender, ethnicity, religion and background; receiving career counseling and information about trực tiếp bóng đá k+ study process.
5. Enjoying favorable conditions for learning and participating in science and technology activities, entrepreneurship, skill development, association activities, social activities, sports and artistic activities.
6. Offering opinions and participating in managing and supervising trực tiếp bóng đá k+ educations activities and other conditions for education quality assurance.
7. Prioritized subjects shall benefit from preferential policies.
8. Other responsibilities and entitlements specified in trực tiếp bóng đá k+ higher education institution’s internal rules and regulations and relevant laws.
