When shall trực tiếp bóng đá k+ lower secondary school diploma in Vietnam be revoked?
Based on Article 25 of trực tiếp bóng đá k+ Regulation on management of lower secondary diplomas, upper secondary diplomas, Level 4 of VQF diplomas in teacher training, Level 5 of VQF advanced diplomas in teacher training, higher education degrees and certificates of trực tiếp bóng đá k+ national educational system issued together withCircular 21/2019/TT-BGDDT:
Revocation and annulment of degrees and certificates
1. A degree or certificate will be revoked and annulled in any of trực tiếp bóng đá k+ following cases:
a) Fraudulence in admission, academic performance, examination or defense of trực tiếp bóng đá k+ graduate project, thesis or dissertation, or in application for conferral of trực tiếp bóng đá k+ degree or certificate;
b) trực tiếp bóng đá k+ degree or certificate was granted to an ineligible person;
c) trực tiếp bóng đá k+ degree or certificate was not issued by a competent person;
d) There is unauthorized amendment to trực tiếp bóng đá k+ degree or certificate;
dd) trực tiếp bóng đá k+ degree or certificate is used by another person;
e) An error from trực tiếp bóng đá k+ issuing authority.

Thus,according to trực tiếp bóng đá k+ regulations, a lower secondary school diploma will be revoked in one of trực tiếp bóng đá k+ following six cases:
(1)Notissued by competent individuals;
(2)Unauthorized amendment;
(3)An error from trực tiếp bóng đá k+ issuing authority.
(4)Fraudulence in admission, academic performance, examination or defense of trực tiếp bóng đá k+ graduate project, thesis or dissertation, or in application for conferral of trực tiếp bóng đá k+ degree or certificate;
(5)Granted to an ineligible person;
(6)Allowed to be used by another person;
Who has trực tiếp bóng đá k+ authority to decide on revocation of a lower secondary school diploma in Vietnam?
Based on Article 15 of trực tiếp bóng đá k+ Regulation on management of lower secondary diplomas, upper secondary diplomas, Level 4 of VQF diplomas in teacher training, Level 5 of VQF advanced diplomas in teacher training, higher education degrees and certificates of trực tiếp bóng đá k+ national educational system issued together withCircular 21/2019/TT-BGDDT, trực tiếp bóng đá k+ authority to decide on revocation of a lower secondary school diploma in Vietnam is as follows:
- trực tiếp bóng đá k+ lower secondary school diploma is issued by trực tiếp bóng đá k+ Head of trực tiếp bóng đá k+ Education and Training Division;
- trực tiếp bóng đá k+ upper secondary school diploma is issued by trực tiếp bóng đá k+ Director of trực tiếp bóng đá k+ Department of Education and Training;
- trực tiếp bóng đá k+ intermediate pedagogical diploma and trực tiếp bóng đá k+ college-level pedagogical diploma are issued by trực tiếp bóng đá k+ head of trực tiếp bóng đá k+ teacher training institution or trực tiếp bóng đá k+ head of trực tiếp bóng đá k+ higher education institution with teacher training programs;
- trực tiếp bóng đá k+ higher education diploma is issued by trực tiếp bóng đá k+ university president, university principal, academy director, or institute head authorized to train and award diplomas at trực tiếp bóng đá k+ corresponding levels;
- trực tiếp bóng đá k+ university president issues higher education diplomas to trực tiếp bóng đá k+ students of affiliated training and research units (excluding member universities).
- trực tiếp bóng đá k+ Director of trực tiếp bóng đá k+ Department of Education and Training, trực tiếp bóng đá k+ head of trực tiếp bóng đá k+ educational institution issues certificates to learners as regulated.
Additionally, according to Clause 2 of Article 25 of trực tiếp bóng đá k+ Regulation on management of lower secondary diplomas, upper secondary diplomas, Level 4 of VQF diplomas in teacher training, Level 5 of VQF advanced diplomas in teacher training, higher education degrees and certificates of trực tiếp bóng đá k+ national educational system issued together withCircular 21/2019/TT-BGDDT:
Revocation and annulment of degrees and certificates

2. trực tiếp bóng đá k+ competent authorities prescribed in Article 15 herein shall revoke and annul degrees and certificates.
In case an issuing authority has undergone merger, division or dissolution, trực tiếp bóng đá k+ authority with competence in revocation and annulment of a degree or certificate (“annulling authority”) is trực tiếp bóng đá k+ authority managing trực tiếp bóng đá k+ master register containing information on such degree or certificate.
trực tiếp bóng đá k+ Minister of Education and Training has trực tiếp bóng đá k+ power to decide revocation and annulment of degrees and certificates or request competent authorities to perform such task in other cases.
3. trực tiếp bóng đá k+ head of an issuing authority shall issue decision on revocation and annulment of a degree or certificate. trực tiếp bóng đá k+ decision must contain trực tiếp bóng đá k+ reason for such revocation and annulment; be posted on trực tiếp bóng đá k+ portal of trực tiếp bóng đá k+ annulling authority; sent to trực tiếp bóng đá k+ holder of trực tiếp bóng đá k+ revoked degree or certificate, trực tiếp bóng đá k+ inspecting authority which has detected trực tiếp bóng đá k+ violation (if any), trực tiếp bóng đá k+ workplace of trực tiếp bóng đá k+ holder (if any) and relevant regulatory bodies and organizations.
Thus,according to trực tiếp bóng đá k+ above regulations, trực tiếp bóng đá k+ Head of trực tiếp bóng đá k+ Education and Training Division has trực tiếp bóng đá k+ authority to issue a decision on revocation of a lower secondary school diploma in Vietnam.

Based on trực tiếp bóng đá k+ provisions of Clause 2, Article 26 of trực tiếp bóng đá k+ Regulation on management of lower secondary diplomas, upper secondary diplomas, Level 4 of VQF diplomas in teacher training, Level 5 of VQF advanced diplomas in teacher training, higher education degrees and certificates of trực tiếp bóng đá k+ national educational system issued together withCircular 21/2019/TT-BGDDT:
Announcement of issuance of degrees and certificates on portals
1. trực tiếp bóng đá k+ issuing authority shall develop a database for management of degrees and certificates conferred on learners to announce degree and certificate issuance. Information to be announced includes name of trực tiếp bóng đá k+ degree or certificate; last name, middle name, first name and date of birth of degree/certificate holders; code and register entry number; and date of issuance. trực tiếp bóng đá k+ announced information must be consistent with that in master registers, and regularly updated and uploaded onto trực tiếp bóng đá k+ issuing authority’s portal; ensure ease of management, access and searching and compliance with regulations of laws. Announcement of degree and certificate issuance is not applicable to educational institutions of trực tiếp bóng đá k+ public security and trực tiếp bóng đá k+ army and other cases as prescribed by competent authorities.
2. Announcement of issuance, amendment, revocation and annulment of degrees and certificates on portals is also required for degrees and certificates issued before trực tiếp bóng đá k+ date this Regulation comes into force.
Thus,when revoking a lower secondary school diploma, trực tiếp bóng đá k+ competent authority will publicly disclose trực tiếp bóng đá k+ information on trực tiếp bóng đá k+ revocation on trực tiếp bóng đá k+ electronic portal.
