Pursuant to Article 25 bóng đá hôm nay trực tiếp the Regulation on the management bóng đá hôm nay trực tiếp lower secondary school graduation diplomas, upper secondary school graduation diplomas, teacher training college diplomas, teacher training college diplomas, higher education diplomas, and certificates bóng đá hôm nay trực tiếp the national education system (the Regulation) issued together withCircular 21/2019/TT-BGDDT:
Revoking and Canceling Diplomas and Certificates
1. Diplomas and certificates are revoked and canceled in the following cases:
a) There is fraudulent behavior in enrollment, study, examinations, defense bóng đá hôm nay trực tiếp the graduation project, thesis, dissertation, or fraud in the preparation bóng đá hôm nay trực tiếp documents to obtain a diploma or certificate;
b) Issued to individuals who do not meet the requirements;
c) Issued by unauthorized personnel;
d) Altered or modified;
đ) Allowing others to use them;
e) Due to errors by the authorized issuing agency.
2. The agency authorized to issue diplomas and certificates as specified in Article 15 bóng đá hôm nay trực tiếp this Regulation is responsible for the revocation and cancellation bóng đá hôm nay trực tiếp diplomas and certificates.
In cases where the agency authorized to issue diplomas and certificates has been merged, split, separated, or dissolved, the agency managing the original issuance records bóng đá hôm nay trực tiếp the diplomas and certificates shall be responsible for revocation and cancellation.
The Minister bóng đá hôm nay trực tiếp Education and Training decides on the revocation and cancellation bóng đá hôm nay trực tiếp diplomas and certificates or requests the authorized agency to revoke and cancel diplomas and certificates in other cases.
3. The head bóng đá hôm nay trực tiếp the authorized agency issuing diplomas and certificates shall issue a decision on the revocation and cancellation. The content bóng đá hôm nay trực tiếp the decision clearly states the reason for revocation and cancellation. The decision shall be published on the electronic portal bóng đá hôm nay trực tiếp the authorized agency for revocation, cancellation, and sent to the individual whose diploma or certificate is revoked, the agency detecting the violation (if any), the agency where the individual is working (if any), and relevant agencies or organizations.
Cases that lead to the revocation bóng đá hôm nay trực tiếp a student's diploma or certificate include:
- Fraudulent behavior in enrollment, study, examinations, defense bóng đá hôm nay trực tiếp graduation projects, theses, dissertations, or fraud in the preparation bóng đá hôm nay trực tiếp documents to obtain a diploma or certificate;
- Issued to individuals who do not meet the requirements;
- Issued by unauthorized personnel;
- Altered or modified;
- Allowing others to use them;
- Due to errors by the authorized issuing agency.

Publicly Announcing Information on Issuing Diplomas and Certificates on the Electronic Portal
1. The authorized agency issuing diplomas and certificates establishes a database system to manage diplomas and certificates issued to students to serve the purpose bóng đá hôm nay trực tiếp publicizing information on the issuance bóng đá hôm nay trực tiếp diplomas and certificates. The publicly announced information includes: the name bóng đá hôm nay trực tiếp the diploma or certificate; surname, middle name, first name, date bóng đá hôm nay trực tiếp birth bóng đá hôm nay trực tiếp the individual issued a diploma or certificate; serial number and registry entry number bóng đá hôm nay trực tiếp the diploma or certificate; date bóng đá hôm nay trực tiếp issue. The publicly announced information must be accurate as per the original issuance records, updated, and regularly stored on the electronic portal bóng đá hôm nay trực tiếp the issuing agency; ensuring easy management, access, and search in compliance with legal regulations. The publicizing bóng đá hôm nay trực tiếp information on diploma and certificate issuance does not apply to educational institutions under the police and military sector and some other cases as stipulated by the competent authority.
2. The publicizing bóng đá hôm nay trực tiếp information on the issuance, modification, revocation, and cancellation bóng đá hôm nay trực tiếp diplomas and certificates on the electronic portal applies to both diplomas and certificates issued before the effective date bóng đá hôm nay trực tiếp this Regulation.
Information on the revocation and cancellation bóng đá hôm nay trực tiếp diplomas and certificates must be publicly announced on the electronic portal.
Who has the authority to issue diplomas and certificates in Vietnam?
Pursuant to Article 15 bóng đá hôm nay trực tiếp the Regulation issued together withCircular 21/2019/TT-BGDDT, the authority to issue diplomas is specified as follows:
(1) Lower secondary school graduation diplomas are issued by the head bóng đá hôm nay trực tiếp the education and training department;
(2) Upper secondary school graduation diplomas are issued by the director bóng đá hôm nay trực tiếp the education and training department;
(3) Teacher training college diplomas, teacher training college diplomas are issued by the head bóng đá hôm nay trực tiếp the teacher training institution or the head bóng đá hôm nay trực tiếp the higher education institution with teacher training programs;
(4) Higher education diplomas are issued by the university director, university president, academy director, or head bóng đá hôm nay trực tiếp the scientific research institute authorized to train and issue diplomas at corresponding levels;
(5) The university director issues higher education diplomas to students bóng đá hôm nay trực tiếp subordinate training and research units (except for member universities).
In addition, the director bóng đá hôm nay trực tiếp the education and training department and the head bóng đá hôm nay trực tiếp the educational institution issue certificates to students as per regulations.
