b) Local pedagogical colleges are under đá bóng trực tiếp provincial People's Committee; directly managed by đá bóng trực tiếp provincial People's Committee.

2. pedagogical colleges are established by đá bóng trực tiếp Pedagogical College of Vietnam; subjected to state management of education by đá bóng trực tiếp Ministry of Education and Training for đá bóng trực tiếp group of teacher training faculties; subjected to state management of vocational education by đá bóng trực tiếp Ministry of Labor, War Invalids and Social Affairs when participating in đá bóng trực tiếp training of sectors and professions within đá bóng trực tiếp state management scope of đá bóng trực tiếp Ministry of Labor, War Invalids and Social Affairs.

3. đá bóng trực tiếp provincial People's Committee is responsible for cooperating with đá bóng trực tiếp Ministry of Education and Training in carrying out state management according to their functions, tasks, and assignments of đá bóng trực tiếp Government of Vietnam for pedagogical colleges as stipulated in this Charter and other relevant legal regulations.

g) Branch campuses, research and development organizations; public service providers, business and service production facilities (if any).
