Will regular university students in Vietnam be disciplined for allowing others to copy their thesis?

Based on Article 6 of đá bóng trực tiếp Student Affairs Regulations for regular university education programs issued together withCircular 10/2016/TT-BGDDT,students are not allowed to do following acts:

Acts students are not allowed to do

1. Insulting dignity, honor, infringing upon đá bóng trực tiếp bodies of teachers, administrators, public employees, staff, other learners of higher education institutions, and other persons.

2. Cheating in learning, checking, and exams such as: copying, bringing documents into đá bóng trực tiếp exam room, asking for grades; studying, taking exams, internships, and duties for others or asking others to study, take exams, internships, and duties; copying, asking or doing thesis, projects, or theses for others; organizing or participating in organizing exam taking for others or other forms of cheating.

3. Smoking, drinking alcohol, beer in đá bóng trực tiếp school; coming to class intoxicated.

4. Organizing or participating in illegal gatherings, demonstrations, or complaints; participating in social evils, causing disorder in higher education institutions or in society.

5. Organizing or participating in illegal racing or cheering for illegal racing.

6. Organizing or participating in gambling in any form.

7. Producing, trading, transporting, disseminating, storing, using or inciting others to use weapons, explosives, drugs, prohibited substances; documents, publications, and information that are reactionary, pornographic, or otherwise prohibited by đá bóng trực tiếp state; organizing, participating in, or spreading superstitious activities, religious activities within higher education institutions; and other immoral acts.

8. Establishing or participating in illegal political activities; organizing or participating in collective activities in đá bóng trực tiếp name of higher education institutions without đá bóng trực tiếp permission of đá bóng trực tiếp head of đá bóng trực tiếp higher education institution.

9. Posting, commenting, and sharing posts, images with vulgar, violent, pornographic content; infringing national security, opposing đá bóng trực tiếp Communist Party and đá bóng trực tiếp state, distorting, slandering, and offending đá bóng trực tiếp reputation of organizations, honor, and dignity of individuals on đá bóng trực tiếp Internet.

10. Organizing or participating in other illegal activities.

Based on Article 9 of đá bóng trực tiếp Student Affairs Regulations for regular university education programs issued together withCircular 10/2016/TT-BGDDT, đá bóng trực tiếp forms of discipline and content of violations are stipulated as follows:

Forms of discipline and content of violations

1. Students who commit violations may be reminded, criticized, or subjected to one of đá bóng trực tiếp following forms of discipline, depending on đá bóng trực tiếp nature, severity, and consequences of đá bóng trực tiếp violation:

a) Reprimand: applicable to students who commit a minor violation for đá bóng trực tiếp first time;

b) Warning: applicable to students who have been reprimanded but repeat đá bóng trực tiếp violation or commit a minor violation frequently or for đá bóng trực tiếp first time but đá bóng trực tiếp violation is relatively serious;

c) Temporary suspension of studies: applicable to students who continue to violate discipline while under warning or commit serious prohibited acts; students who violate đá bóng trực tiếp law and are sentenced to probation. Depending on each specific case, đá bóng trực tiếp head of đá bóng trực tiếp higher education institution may decide đá bóng trực tiếp suspension period according to levels: suspension for one semester, suspension for one academic year, or suspension for đá bóng trực tiếp duration of đá bóng trực tiếp probation.

d) Expulsion: applicable to students who continue violating discipline while under suspension or commit a severe and serious violation affecting đá bóng trực tiếp higher education institution and society; sentenced to imprisonment.

2. Disciplinary actions from warning and above must be recorded in đá bóng trực tiếp student management file and notified to đá bóng trực tiếp student's family. In đá bóng trực tiếp case of a suspension or expulsion, đá bóng trực tiếp higher education institution must send a notification to đá bóng trực tiếp student's locality and family for coordination in management and education.

3. Violation content and disciplinary framework shall be in accordance with đá bóng trực tiếp appendix attached to this regulation.

Thus, regular university students allowing others to copy thesis is not permitted. Depending on đá bóng trực tiếp nature, severity, and consequences of đá bóng trực tiếp violation, they may be reminded, criticized, or subjected to one of đá bóng trực tiếp disciplinary forms: reprimand, warning, temporary suspension of studies, or expulsion.

What are procedures fordisciplining university students in Vietnam?

Based on Clause 1, Article 10 of đá bóng trực tiếp Student Affairs Regulations for regular university education programs issued together withCircular 10/2016/TT-BGDDT, theprocedures for disciplining university students are stipulated as follows:

- Students who commit violations must write a self-critique and self-assess đá bóng trực tiếp form of discipline. If đá bóng trực tiếp student does not comply, đá bóng trực tiếp Student Reward and Discipline Council will still convene to handle based on đá bóng trực tiếp collected evidence;

- đá bóng trực tiếp class monitor organizes a meeting with đá bóng trực tiếp class, analyzes đá bóng trực tiếp violation, and proposes a disciplinary form to đá bóng trực tiếp faculty or student affairs unit;

- đá bóng trực tiếp faculty or student affairs unit considers and proposes to đá bóng trực tiếp Student Reward and Discipline Council of đá bóng trực tiếp higher education institution;

- đá bóng trực tiếp Student Reward and Discipline Council convenes to evaluate đá bóng trực tiếp discipline, including members of đá bóng trực tiếp council, representatives of đá bóng trực tiếp class with đá bóng trực tiếp violating student, and đá bóng trực tiếp violating student. If đá bóng trực tiếp violating student is invited but does not attend without a valid reason, or does not submit a self-critique, đá bóng trực tiếp council will still convene and consider additional discipline for lack of organizational consciousness.

Based on Article 13 of đá bóng trực tiếp Student Affairs Regulations for regular university education programs issued together withCircular 10/2016/TT-BGDDT, đá bóng trực tiếp right to appeal against rewards and disciplines is stipulated as follows:

Individuals and student groups who find that rewards and disciplines are not satisfactory have đá bóng trực tiếp right to appeal to functional departments or đá bóng trực tiếp head of đá bóng trực tiếp higher education institution; if đá bóng trực tiếp higher education institution has reviewed but remains unsatisfactory, they may appeal to higher authorities as per đá bóng trực tiếp law on complaints and denunciations.

Thus, university students have đá bóng trực tiếp right to appeal against disciplinary actions if they find đá bóng trực tiếp measures unsatisfactory, to functional departments or đá bóng trực tiếp head of đá bóng trực tiếp higher education institution. If đá bóng trực tiếp review by đá bóng trực tiếp higher education institution remains unsatisfactory, they may appeal to higher authorities as per đá bóng trực tiếp law on complaints and denunciations.
