Article 1. Position and function

The Ministry đá bóng trực tiếp Construction is an agency đá bóng trực tiếp the Government đá bóng trực tiếp Vietnam, performing the function đá bóng trực tiếp state management over: construction planning, architecture; construction investment activities; urban development; technical infrastructure; housing; real estate market; building materials; transportation including road, railway, inland waterway, maritime, and civil aviation across the nation; state management đá bóng trực tiếp public services in the state management fields đá bóng trực tiếp the Ministry as prescribed by law.

Thus, the Ministry đá bóng trực tiếp Construction đá bóng trực tiếp Vietnam is an agency under the Government đá bóng trực tiếp Vietnam, with the function đá bóng trực tiếp state management in the fields đá bóng trực tiếp construction planning, architecture, construction investment, urban development, technical infrastructure, housing, real estate market, and building materials. Additionally, the Ministry also manages transportation by road, railway, inland waterway, maritime, civil aviation, and related public services as per legal regulations, to ensure sustainable and efficient development in the construction sector.

According to Article 2 đá bóng trực tiếpDecree 33/2025/ND-CP, the Ministry đá bóng trực tiếp Construction đá bóng trực tiếp Vietnam performs the tasks and exercises the powers as prescribed by the Law on the Organization đá bóng trực tiếp the Government đá bóng trực tiếp Vietnam, the regulations đá bóng trực tiếp the Government đá bóng trực tiếp Vietnam on the functions, tasks, powers, and organizational structure đá bóng trực tiếp the ministries and equivalent agencies, and specific tasks and powers. For example, concerning the real estate market, it is as follows:

- Lead and cooperate with ministries, equivalent agencies, and provincial People's Committees to develop proposals, policies for development, organization đá bóng trực tiếp implementation, and management đá bóng trực tiếp real estate business; measures to regulate the real estate market;

- Manage the issuance đá bóng trực tiếp real estate brokerage practice certificates, management đá bóng trực tiếp real estate brokerage activities; establishment and organization đá bóng trực tiếp the operation đá bóng trực tiếp real estate trading floors;

- Issue standard training programs, foster knowledge for real estate brokerage practice, operation đá bóng trực tiếp real estate trading floors; research the model đá bóng trực tiếp real estate trading floors managed by the state;

- Guide and inspect the implementation đá bóng trực tiếp laws on real estate business, conditions đá bóng trực tiếp organizations and individuals when doing real estate business, and conditions đá bóng trực tiếp real estate involved, and cooperate with provincial People's Committees to inspect and review real estate business activities as prescribed;

- Lead and cooperate with ministries, equivalent agencies, and provincial People's Committees in building, managing, operating the national information system on housing and real estate market; connecting and sharing information from housing and real estate market databases with national and other related specialized databases as prescribed by law; build and announce national real estate market evaluation indices;

- Appraise or provide opinions for the transfer đá bóng trực tiếp entire or part đá bóng trực tiếp real estate projects under the authority for review and decision by the Prime Minister đá bóng trực tiếp the Government đá bóng trực tiếp Vietnam; provide appraisal opinions on investment policies, adjust investment policies for real estate projects as regulated by the law on real estate business under the authority for approval đá bóng trực tiếp investment policies đá bóng trực tiếp the Prime Minister đá bóng trực tiếp the Government đá bóng trực tiếp Vietnam;

- Lead and cooperate with related agencies to implement anti-money laundering measures in real estate business according to legal provisions.
