a) Design a new salary structure including: Basic salary (accounting for about 70% of xem bóng đá trực tiếp vtv2 total wage fund) and allowances (accounting for about 30% of xem bóng đá trực tiếp vtv2 total wage fund). Bonuses will be added (xem bóng đá trực tiếp vtv2 bonus fund is about 10% of xem bóng đá trực tiếp vtv2 total annual wage fund, excluding allowances).

b) Develop and promulgate a new system of salary scales based on position, title, and leadership positions to replace xem bóng đá trực tiếp vtv2 current salary scale system; transition from xem bóng đá trực tiếp vtv2 old salary to xem bóng đá trực tiếp vtv2 new salary, ensuring that it is not lower than xem bóng đá trực tiếp vtv2 current salary, including:

- Develop 1 salary scale for positions applicable to officials and public employees holding leadership positions (elected and appointed) in xem bóng đá trực tiếp vtv2 political system from xem bóng đá trực tiếp vtv2 central to xem bóng đá trực tiếp vtv2 communal levelunder xem bóng đá trực tiếp vtv2 following principles: (1) xem bóng đá trực tiếp vtv2 salary level for positions must reflect xem bóng đá trực tiếp vtv2 hierarchy within xem bóng đá trực tiếp vtv2 political system; holding any leadership position will entitle xem bóng đá trực tiếp vtv2 individual to a salary for that position, if one person holds multiple positions, they will receive xem bóng đá trực tiếp vtv2 highest salary level among those positions; equivalent leadership positions will receive xem bóng đá trực tiếp vtv2 same salary; xem bóng đá trực tiếp vtv2 salary level for a higher-level leader must be higher than that of a lower-level leader; (2) Specify a salary level for each type of equivalent position; do not classify ministries, central authorities, committees, etc., when constructing xem bóng đá trực tiếp vtv2 central salary scale; do not differentiate salary levels for xem bóng đá trực tiếp vtv2 same leadership position by administrative unit classification at xem bóng đá trực tiếp vtv2 local level, instead, implement through policy allowances. xem bóng đá trực tiếp vtv2 classification of equivalent leadership positions within xem bóng đá trực tiếp vtv2 political system for designing xem bóng đá trực tiếp vtv2 salary scale will be decided by xem bóng đá trực tiếp vtv2 Politburo after reporting to xem bóng đá trực tiếp vtv2 Central Committee.

- 01 salary scale for positions applied to public employees holding leadership positions in xem bóng đá trực tiếp vtv2 political system from xem bóng đá trực tiếp vtv2 central to xem bóng đá trực tiếp vtv2 communal level;- 01 professional and operational salary scale based on xem bóng đá trực tiếp vtv2 rank of officials and job titles of public employees for those not holding leadership positions.

3.1. For officials, public employees, and armed forces (public sector)

d) Rearrange current allowance policies to ensure xem bóng đá trực tiếp vtv2 total allowance fund accounts for a maximum of 30% of xem bóng đá trực tiếp vtv2 total salary fund

- Continue to apply concurrent position allowance; seniority allowance exceeding xem bóng đá trực tiếp vtv2 framework; regional allowance; job responsibility allowance; mobility allowance; allowances for supporting security, national defense, and specific allowances for armed forces (army, police, cipher).

- Combine professional preference allowance, job responsibility allowance, and hazardous, dangerous allowance (collectively known as professional allowance) applied to officials and public employees in professions and jobs with working conditions that exceed normal and have appropriate state preference policies (education and training, health care, courts, prosecutors, civil judgment enforcement, inspection, auditing, customs, rangers, market management, etc.). Combine special allowances, attraction allowances, and long-term special allowances for working in areas with particularly difficult socio-economic conditions into allowances for working in particularly difficult areas.

(9) Allowances for working in particularly difficult areas: special allowances, attraction allowances, and long-term special allowances for working in areas with particularly difficult socio-economic conditions.
