Decree No.179/2024/ND-CP on policies for valuing talented individuals working in Vietnam Communist Party trực tiếp bóng đá k+ State agencies

On December 31, 2024, the Government of Vietnam issuedNghị định 179/2024/NĐ-CP quyproviding for the policies to attract trực tiếp bóng đá k+ employ talented individuals to work in agencies, organizations, trực tiếp bóng đá k+ units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, trực tiếp bóng đá k+ socio-political organizations from central to local levels.

Policies concerning talented individuals working in agencies trực tiếp bóng đá k+ units affiliated with the People's Army trực tiếp bóng đá k+ the People's Public Security are to be implemented in accordance with the regulations of the Communist Party trực tiếp bóng đá k+ specialized laws; the Minister of National Defense trực tiếp bóng đá k+ the Minister of Public Security shall decide on the application of provisions inNghị định 179/2024/NĐ-CP quy.

Nghị định 179/2024/NĐ-CP quyapplies to the following subjects:

- Officials (including commune-level officials), public employees

- Outstanding graduates trực tiếp bóng đá k+ talented young scientists

- Experts, managers, business administrators, leading scientists who are either Vietnamese or foreign nationals.

Nghị định 179/2024/NĐ-CP quytakes effect from January 1, 2025.

What are principles for implementation of policies to attract trực tiếp bóng đá k+ employ talented individuals in Vietnam?

Based on Article 3 ofDecree No. 179/2024/ND-CP, the implementation of policies to attract trực tiếp bóng đá k+ employ talented individuals is guided by the following principles:

- Attracting trực tiếp bóng đá k+ employing talented individuals must fully comply with the Communist Party's guidelines, the State's laws, trực tiếp bóng đá k+ not contradict international treaties to which Vietnam is a member. Ensure unity, synchronization, trực tiếp bóng đá k+ feasibility across the stages of discovery, selection, training, nurturing, utilization, rewarding, trực tiếp bóng đá k+ honoring.

- Ensure openness, transparency, objectivity, trực tiếp bóng đá k+ accuracy regarding subjects trực tiếp bóng đá k+ authority in policy implementation; promote the role trực tiếp bóng đá k+ responsibility of leaders of ministries, central trực tiếp bóng đá k+ local authorities, as well as party committees trực tiếp bóng đá k+ leading collectives of offices, organizations, trực tiếp bóng đá k+ units in discovering, attracting, trực tiếp bóng đá k+ employing talented individuals. The implementation of employment policies should be proportional to the contributions of talented individuals, linked with annual evaluations through specific products trực tiếp bóng đá k+ work quality.

- Funds for the implementation of policies to attract trực tiếp bóng đá k+ employ talented individuals are allocated from the state budget trực tiếp bóng đá k+ other lawful mobilized sources as specified by law.

- Based on national trực tiếp bóng đá k+ local strategic, priority developmental orientations, ministries trực tiếp bóng đá k+ central authorities, central trực tiếp bóng đá k+ local agencies should specifically identify industries trực tiếp bóng đá k+ fields that need priority in employing high-quality human resources for each period, trực tiếp bóng đá k+ decide on the specific implementation of policies to attract trực tiếp bóng đá k+ employ talented individuals within the scope of management depending on budget capacity trực tiếp bóng đá k+ management authority over officials trực tiếp bóng đá k+ public employees according to decentralization.

- In cases where the law provides for higher policies compared to corresponding policies for talented individuals in this Decree, the higher policy shall apply, or the provisions shall be applied according to the wishes of the talented individuals.

What are conditions for officials trực tiếp bóng đá k+ public employees to apply policies to attract trực tiếp bóng đá k+ employ talented individuals in Vietnam?

According to Article 4 ofDecree No. 179/2024/ND-CP, the standards trực tiếp bóng đá k+ conditions for applying policies to attract trực tiếp bóng đá k+ employ talented individuals in Vietnam are as follows:

Article 4. Standards trực tiếp bóng đá k+ Conditions for Applying Policies to Attract trực tiếp bóng đá k+ Employ Talented Individuals

1. Officials trực tiếp bóng đá k+ public employees must meet the following standards trực tiếp bóng đá k+ conditions:

a) Possess firm political capabilities; good political qualities trực tiếp bóng đá k+ ethics; clear background; sufficient health to perform duties; a desire to contribute trực tiếp bóng đá k+ serve the Homeland trực tiếp bóng đá k+ the People; be dynamic, creative, willing to think, act, trực tiếp bóng đá k+ take responsibility for the common good;

b) Lead the advising trực tiếp bóng đá k+ proposal to competent authorities of policies, solutions that are significant breakthroughs trực tiếp bóng đá k+ transformative in performing tasks trực tiếp bóng đá k+ duties; have research projects or proposals applied that yield high value trực tiếp bóng đá k+ efficiency in strategic, priority sectors of the nation or locality;

- Have research projects or proposals applied that yield high value trực tiếp bóng đá k+ efficiency in strategic, priority sectors of the nation or locality

- Meet other specific standards trực tiếp bóng đá k+ conditions as stipulated by ministries trực tiếp bóng đá k+ central authorities, central trực tiếp bóng đá k+ local agencies
