(5) Packages for direct provision xem bóng đá trực tiếp trên youtube intensive training for regulatory authorities and public sector entities by foreign training institutions in foreign countries; purchase xem bóng đá trực tiếp trên youtube plane tickets for domestic and international delegations; packages for provision xem bóng đá trực tiếp trên youtube professional training courses in specific areas for officials which need the participation xem bóng đá trực tiếp trên youtube authorities or units that are competent or in charge xem bóng đá trực tiếp trên youtube performing professional training tasks assigned by competent authorities;

(6) Packages for performance xem bóng đá trực tiếp trên youtube political tasks assigned by the Communist Party or the State xem bóng đá trực tiếp trên youtube Vietnam, including: dissemination xem bóng đá trực tiếp trên youtube information on printed newspapers, online newspapers, radio and television stations, and other means xem bóng đá trực tiếp trên youtube mass media in case such information dissemination activities are performed under contracts signed directly by the authorities or units that are granted information dissemination funding with these organizations; organization xem bóng đá trực tiếp trên youtube special art programs; cooperation in film production;

(7) Packages for design, construction and installation xem bóng đá trực tiếp trên youtube stages used in production xem bóng đá trực tiếp trên youtube broadcasting programs; leasing xem bóng đá trực tiếp trên youtube spaces for production or recording xem bóng đá trực tiếp trên youtube highly artistic programs;

(8) Packages for provision xem bóng đá trực tiếp trên youtube printing services, stamps, receipts and seals in accordance with regulations xem bóng đá trực tiếp trên youtube laws on tax administration and customs; packages for purchase xem bóng đá trực tiếp trên youtube police dogs, police dog training, purchase xem bóng đá trực tiếp trên youtube drugs, explosives, drug or explosive scent pads used in police dog training;

(9) In case xem bóng đá trực tiếp trên youtube a project or package requiring specific requirements regarding contractor selection criteria and procedures, and contract signing and execution other than those specified in Points a, b, c, d, dd, e, g and h xem bóng đá trực tiếp trên youtube Clause 1 xem bóng đá trực tiếp trên youtube Article 29 xem bóng đá trực tiếp trên youtube theđá bóng trực tiếp, the Government shall request the Standing Committee xem bóng đá trực tiếp trên youtube National Assembly to decide the selection xem bóng đá trực tiếp trên youtube contractor for this project or package as a special circumstance.

3. Who has the power to decide the contractor selection in special circumstances in Vietnam?

According to Clause 2, Article 29 xem bóng đá trực tiếp trên youtube theđá bóng trực tiếp, the power to decide the contractor selection in special circumstances is as follows:

- The Prime Minister xem bóng đá trực tiếp trên youtube Vietnam shall decide the selection xem bóng đá trực tiếp trên youtube contractors for the packages in Point c Clause 1 xem bóng đá trực tiếp trên youtube Article 29 xem bóng đá trực tiếp trên youtube theđá bóng trực tiếp;

- The Minister xem bóng đá trực tiếp trên youtube Health xem bóng đá trực tiếp trên youtube Vietnam shall issue and assume responsibility for his/her decisions on selection xem bóng đá trực tiếp trên youtube contractors for the packages in Points a and b Clause 1 xem bóng đá trực tiếp trên youtube Article 29 xem bóng đá trực tiếp trên youtube theđá bóng trực tiếp;

- Ministers, heads xem bóng đá trực tiếp trên youtube ministerial agencies, Governmental agencies, and other central-government agencies, Chairperson xem bóng đá trực tiếp trên youtube provincial People’s Committees shall issue and assume responsibility for their decisions on selection xem bóng đá trực tiếp trên youtube contractors for the packages in Points d, dd, e, g and h Clause 1 xem bóng đá trực tiếp trên youtube Article 29 xem bóng đá trực tiếp trên youtube theđá bóng trực tiếp.

Thus, the applications for approval xem bóng đá trực tiếp trên youtube plans for contractor selection in special circumstances must provide reasons for failure to adopt the contractor selection methods specified in Articles 21 through 28 xem bóng đá trực tiếp trên youtube theđá bóng trực tiếp.
