According to trực tiếp bóng đá k+ regulations in Article 5 and Article 6 ofDecree 62/2014/ND-CP, trực tiếp bóng đá k+ titles of "People's Artist" and "Artist of Merit" are awarded to individuals who meet trực tiếp bóng đá k+ following criteria:

* Criteria for awarding trực tiếp bóng đá k+ title of People's Artist:

- Loyalty to trực tiếp bóng đá k+ socialist Republic of Vietnam; compliance with trực tiếp bóng đá k+ Party's policies, state laws, and regulations of agencies, organizations, and localities.

- Good moral character, exemplary in life; dedication and passion for trực tiếp bóng đá k+ profession, admired and respected by colleagues and trực tiếp bóng đá k+ public; able to train individuals involved in protecting and promoting intangible cultural heritage.

- Exceptional professional talent, significant contributions, and exemplary in trực tiếp bóng đá k+ career of protecting and promoting intangible cultural heritage nationwide; demonstrated through mastery of skills, practices, achievements, awards, and high-value spiritual or material products in history, culture, science, art, aesthetics, and technology.

- At least 20 years of professional experience and has been awarded trực tiếp bóng đá k+ title of "Artist of Merit" by trực tiếp bóng đá k+ state.

* Criteria for awarding trực tiếp bóng đá k+ title of Artist of Merit:

- Loyalty to trực tiếp bóng đá k+ socialist Republic of Vietnam; compliance with trực tiếp bóng đá k+ Party's policies, state laws, and regulations of agencies, organizations, and localities.

- Good moral character, exemplary in life; dedication and passion for trực tiếp bóng đá k+ profession, admired and respected by colleagues and trực tiếp bóng đá k+ public; able to train individuals involved in protecting and promoting intangible cultural heritage.

- Exceptional professional talent, significant contributions, and exemplary in trực tiếp bóng đá k+ career of protecting and promoting intangible cultural heritage at trực tiếp bóng đá k+ local level; demonstrated through mastery of skills, practices, achievements, awards, and high-value spiritual or material products in history, culture, science, art, aesthetics, and technology.

- At least 15 years of professional experience.

2. Procedures for considering trực tiếp bóng đá k+ awarding of trực tiếp bóng đá k+ titles of People's Artist and Artist of Merit in Vietnam

According to trực tiếp bóng đá k+ regulations in Clause 1 of Article 7, Articles 13, 14, and 15 ofDecree 62/2014/ND-CP,trực tiếp bóng đá k+ composition of trực tiếp bóng đá k+ Council and trực tiếp bóng đá k+ process of considering trực tiếp bóng đá k+ titles of People's Artist and Artist of Merit are as follows:

* trực tiếp bóng đá k+ Council for awarding trực tiếp bóng đá k+ titles "People's Artist" and "Artist of Merit" is established at 3 levels:

- Provincial-level Council;

- Ministry-level specialized Council;

- State-level Council.

* trực tiếp bóng đá k+ process and procedures for considering at trực tiếp bóng đá k+ Provincial-level Council

- trực tiếp bóng đá k+ permanent agency of trực tiếp bóng đá k+ Provincial-level Council is responsible for assisting trực tiếp bóng đá k+ Council in carrying out trực tiếp bóng đá k+ following tasks:

+ Submitting to trực tiếp bóng đá k+ Chairman of trực tiếp bóng đá k+ Provincial People's Committee a proposal to establish trực tiếp bóng đá k+ Provincial-level Council for awarding trực tiếp bóng đá k+ titles "People's Artist" and "Artist of Merit";

+ Organizing trực tiếp bóng đá k+ collection of opinions from trực tiếp bóng đá k+ community (in communes, wards, townships) where trực tiếp bóng đá k+ individual being nominated resides or trực tiếp bóng đá k+ professional association where trực tiếp bóng đá k+ individual being nominated is active, in order to include them in trực tiếp bóng đá k+ nomination dossier (Form 3);

+ Sending trực tiếp bóng đá k+ documents and nomination dossier to trực tiếp bóng đá k+ members of trực tiếp bóng đá k+ Provincial-level Council and organizing a meeting of trực tiếp bóng đá k+ Council to make trực tiếp bóng đá k+ selection.

- trực tiếp bóng đá k+ Provincial-level Council organizes trực tiếp bóng đá k+ evaluation of trực tiếp bóng đá k+ dossier and conducts trực tiếp bóng đá k+ selection as follows:

+ Evaluating trực tiếp bóng đá k+ composition and accuracy of trực tiếp bóng đá k+ documents in trực tiếp bóng đá k+ dossier; assessing trực tiếp bóng đá k+ compliance of trực tiếp bóng đá k+ individuals with trực tiếp bóng đá k+ criteria for each title specified in Article 5 and Article 6 ofDecree 62/2014/ND-CP;

+ Receiving and handling recommendations from organizations and individuals (if any), and conducting a secret ballot to select individuals who meet trực tiếp bóng đá k+ criteria for trực tiếp bóng đá k+ titles "People's Artist" and "Artist of Merit" to be submitted to trực tiếp bóng đá k+ Ministry-level specialized Council;

+ Publicly announcing trực tiếp bóng đá k+ selection results on trực tiếp bóng đá k+ electronic portal of trực tiếp bóng đá k+ Provincial People's Committee and trực tiếp bóng đá k+ public media of trực tiếp bóng đá k+ province within a period of 15 working days;

+ Sending a report on trực tiếp bóng đá k+ selection results by trực tiếp bóng đá k+ Chairman of trực tiếp bóng đá k+ Provincial-level Council, along with 05 (five) sets of trực tiếp bóng đá k+ required documents specified in Clause 2, Article 11 ofDecree 62/2014/ND-CP, to trực tiếp bóng đá k+ Ministry-level specialized Council within trực tiếp bóng đá k+ prescribed time frame in trực tiếp bóng đá k+ plan for awarding trực tiếp bóng đá k+ titles "People's Artist" and "Artist of Merit";

- trực tiếp bóng đá k+ permanent agency of trực tiếp bóng đá k+ Ministry-level specialized Council is responsible for coordinating with trực tiếp bóng đá k+ Cultural Heritage Department, Ministry of Culture, Sports, and Tourism in assisting trực tiếp bóng đá k+ Council to carry out trực tiếp bóng đá k+ following tasks:

+ Submitting to trực tiếp bóng đá k+ Minister of Culture, Sports, and Tourism a proposal to establish trực tiếp bóng đá k+ Ministry-level specialized Council;

+ Receiving and checking trực tiếp bóng đá k+ validity and completeness of trực tiếp bóng đá k+ documents in trực tiếp bóng đá k+ dossier submitted by trực tiếp bóng đá k+ Provincial-level Council; in case of need for supplementation or revision of trực tiếp bóng đá k+ documents in trực tiếp bóng đá k+ dossier, providing guidance for trực tiếp bóng đá k+ Provincial-level Council to complete and return them no later than 15 working days from trực tiếp bóng đá k+ date of receiving trực tiếp bóng đá k+ instruction document for supplementation or revision;

- trực tiếp bóng đá k+ permanent agency of trực tiếp bóng đá k+ State-level Council is responsible for coordinating with trực tiếp bóng đá k+ Department of Performing Arts, Ministry of Culture, Sports and Tourism in assisting trực tiếp bóng đá k+ Council to carry out trực tiếp bóng đá k+ following tasks:

+ Submitting to trực tiếp bóng đá k+ Minister of Culture, Sports and Tourism a proposal to establish trực tiếp bóng đá k+ State-level Council;

+ Receiving and checking trực tiếp bóng đá k+ validity and completeness of trực tiếp bóng đá k+ documents in trực tiếp bóng đá k+ dossier submitted by trực tiếp bóng đá k+ Ministry-level specialized Council; in case of need for supplementation or revision of trực tiếp bóng đá k+ documents in trực tiếp bóng đá k+ dossier, providing guidance for trực tiếp bóng đá k+ Ministry-level specialized Council to complete and return them no later than 15 working days from trực tiếp bóng đá k+ date of receiving trực tiếp bóng đá k+ instruction document for supplementation or revision;

- trực tiếp bóng đá k+ State-level Council organizes trực tiếp bóng đá k+ final evaluation of trực tiếp bóng đá k+ dossier and conducts trực tiếp bóng đá k+ selection as follows:

+ Evaluating trực tiếp bóng đá k+ composition and accuracy of trực tiếp bóng đá k+ documents in trực tiếp bóng đá k+ dossier; assessing trực tiếp bóng đá k+ compliance of trực tiếp bóng đá k+ individuals with trực tiếp bóng đá k+ criteria for each title specified in Article 5 and Article 6 of Decree 62/2014/ND-CP;

+ Sending a report on trực tiếp bóng đá k+ final selection results by trực tiếp bóng đá k+ Chairman of trực tiếp bóng đá k+ State-level Council, along with 03 (three) sets of trực tiếp bóng đá k+ required documents specified in Clause 4, Article 11 of Decree 62/2014/ND-CP, to trực tiếp bóng đá k+ Minister of Culture, Sports, and Tourism within trực tiếp bóng đá k+ prescribed time frame in trực tiếp bóng đá k+ plan for awarding trực tiếp bóng đá k+ titles "People's Artist" and "Artist of Merit";

+ Sending a written notification of trực tiếp bóng đá k+ final selection results to trực tiếp bóng đá k+ individuals who submitted trực tiếp bóng đá k+ nomination dossier.

- trực tiếp bóng đá k+ Minister of Culture, Sports, and Tourism considers and approves trực tiếp bóng đá k+ titles "People's Artist" and "Artist of Merit" based on trực tiếp bóng đá k+ recommendation of trực tiếp bóng đá k+ State-level Council.

- trực tiếp bóng đá k+ Minister of Culture, Sports, and Tourism issues a decision to award trực tiếp bóng đá k+ titles "People's Artist" and "Artist of Merit" to trực tiếp bóng đá k+ selected individuals and organizes trực tiếp bóng đá k+ award ceremony.

- trực tiếp bóng đá k+ awarding of trực tiếp bóng đá k+ titles "People's Artist" and "Artist of Merit" is carried out according to trực tiếp bóng đá k+ regulations in Articles 17 and 18 ofDecree 62/2014/ND-CP.

* trực tiếp bóng đá k+ process and procedures for awarding titles at trực tiếp bóng đá k+ State-level Council

- trực tiếp bóng đá k+ standing body of trực tiếp bóng đá k+ State-level Council is responsible for assisting trực tiếp bóng đá k+ Council in carrying out trực tiếp bóng đá k+ following tasks:

+ Submitting to trực tiếp bóng đá k+ Prime Minister for trực tiếp bóng đá k+ decision to establish trực tiếp bóng đá k+ State-level Council;

+ Receiving and examining trực tiếp bóng đá k+ validity and completeness of documents and materials in trực tiếp bóng đá k+ dossier sent by trực tiếp bóng đá k+ specialized Council at trực tiếp bóng đá k+ Ministry level; in case of trực tiếp bóng đá k+ need for supplementation or amendments to trực tiếp bóng đá k+ documents in trực tiếp bóng đá k+ dossier, instructions should be provided to trực tiếp bóng đá k+ specialized Council at trực tiếp bóng đá k+ Ministry level to complete and submit them no later than 10 working days from trực tiếp bóng đá k+ date of receiving trực tiếp bóng đá k+ instructions for supplementation or amendments;

+ Sending documents and dossiers proposing awards to trực tiếp bóng đá k+ members of trực tiếp bóng đá k+ Council and organizing trực tiếp bóng đá k+ Council meeting to make selections.

- trực tiếp bóng đá k+ State-level Council organizes trực tiếp bóng đá k+ evaluation of trực tiếp bóng đá k+ dossier and makes selections as follows:

+ Evaluating trực tiếp bóng đá k+ composition and accuracy, validity of trực tiếp bóng đá k+ documents in trực tiếp bóng đá k+ dossier; trực tiếp bóng đá k+ compliance of individuals with trực tiếp bóng đá k+ criteria for each title as stipulated in Articles 5 and 6 ofDecree 62/2014/NĐ-CP;

+ Receiving and handling recommendations from organizations and individuals (if any) and conducting a secret vote to select individuals who meet trực tiếp bóng đá k+ criteria for trực tiếp bóng đá k+ titles "People's Artist" and "Artist of Merit";

+ Publishing trực tiếp bóng đá k+ results of trực tiếp bóng đá k+ selection on trực tiếp bóng đá k+ electronic portal of trực tiếp bóng đá k+ Government and trực tiếp bóng đá k+ media under trực tiếp bóng đá k+ Ministry of Culture, Sports, and Tourism within 15 working days;

+ Completing trực tiếp bóng đá k+ dossier, submitting it to trực tiếp bóng đá k+ Prime Minister for examination, and submitting it to trực tiếp bóng đá k+ President for trực tiếp bóng đá k+ decision to confer trực tiếp bóng đá k+ titles "People's Artist" and "Artist of Merit";

+ Sending a report on trực tiếp bóng đá k+ selection results of trực tiếp bóng đá k+ State-level Council, along with 03 (three) sets of required documents specified in Clause 4, Article 11 ofDecree 62/2014/NĐ-CP, to trực tiếp bóng đá k+ Central Awards and Rewards Committee within trực tiếp bóng đá k+ prescribed time frame in trực tiếp bóng đá k+ plan for awarding trực tiếp bóng đá k+ titles "People's Artist" and "Artist of Merit";

+ Notifying trực tiếp bóng đá k+ specialized Council at trực tiếp bóng đá k+ Ministry level of trực tiếp bóng đá k+ selection results in writing.
